HomeMy WebLinkAbout2016-02-02-J03 Waukee Transportation Facility P1_Prelim Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: February 2, 2016 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Waukee Transportation Facility Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Waukee Community School District on behalf of the City of Waukee is requesting approval of a preliminary plat for approximately 13.95 acres of property located at the northwest corner of the intersection of 6th Street and University Avenue. The plat consists of one lot intended for the development of a bus facility, warehouse facility, and fueling facility for the School District operations. The School District is in the process of acquiring the subject property from the City of Waukee. The final plat includes several easements for utilities as well as ingress/egress. Ingress/egress has been provided for reciprocal ingress/egress throughout the plat as well as the adjacent property to the west. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on January 26, 2016 and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat for Waukee Transportation Facility Plat 1 Senior Planner, Andy Kass, stated that the subject property is located west of 6th Street and north of University Avenue, containing approximately 13.95 acres zoned M-1, Light Industrial. Mr. Kass gave a brief explanation of the history of the property. Mr. Kass explained that the project involves the construction of an 11,354 square foot building which would provide restrooms, lounge space and offices for the School District bus drivers along with several mechanics bays and a wash bay. Mr. Kass explained that the plan also includes a 16,822 square foot building to be used for offices and warehousing for the School District. The plan also includes a fueling facility to be shared between the City and the School District. Mr. Kass explained that a decal lane will be constructed off of 6th Street to allow for buses and other traffic to turn off of 6th Street and into the site. Mr. Kass discussed the plans for the two detention ponds. The pond on the north being a dry bottom detention pond owned and maintained by the School District; and the pond on the south being a regional detention basin owned and maintained by the City. Mr. Kass explained that access to the site will be provided from both University Avenue as well as 6th Street. Mr. Kass explained that six foot wide sidewalks will be provided around the detention basins in order to provide pedestrian access to the water features on the site. Mr. Kass described the utilities provided to the site and explained that the sanitary sewer service will be provided by an onsite lift station that will serve only this property. A force main will extended to an existing force main on the Public Works property which flows north and then ultimately to the wastewater treatment facility. Mr. Kass explained that there will be a 30 foot landscape buffer provided on the north side of the property in order to screen the site from any future development. Mr. Kass provided elevations of the buildings to the Commission and described the building materials proposed. Commissioner Hoifeldt questioned about the details of the type of metal to be used on the fuel enclosure. John Darveau, with FRK, said that it would be corrugated metal and about 1 ½ inches in thickness. Commissioner Hoifeldt questioned about how people would be able to access the fuel enclosure and if it is just all grass on the island up to the door to access the fuel tanks. Joel Jackson, Bishop Engineering, stated that they may need to add a service walk in order to access the door to the fuel enclosure. Commissioner Streit asked where the fence would be located. Mr. Kass explained that the fence would be located only around the bus parking area of the site. Commissioner Shanks asked what material is proposed for the fence. Mr. Kass explained that the fence would be a black, vinyl chain link fence. Commissioner Hoifeldt asked what type of plantings will be planted in the dry bottom detention basin. Mr. Jackson explained that the dry bottom detention basin will be planted with native landscaping. Commissioner Hoifeldt asked if it is possible to stock the City pond with fish to provide a fishing pond amenity to the community. Mr. Kass said that he would check with Brad Deets and the Parks and Recreation Department. Commissioner Hoifeldt expressed residents’ concerns about bus drivers going down Northview. Eric Rose, Waukee Community School District, explained that he has received a call from one resident on Northview asking about the buses driving down that street. Mr. Rose explained that the route for the bus drivers would be Ashworth. Commissioner Nigro asked what the overhead doors located on the north building are composed of. Mr. Darveau stated that they are aluminum doors with glass. Commissioner Shanks asked if there was any signage proposed with this project. Mr. Rose explained that as of now they don’t have details of signage, but they wouldn’t be opposed to doing a monument sign for the site. Motion by Commissioner Hoifeldt, seconded by Commissioner Shanks to approve the preliminary plat for Waukee Transportation Facility Plat 1 subject to any remaining staff comments and review of all legal documents by the City Attorney. Ayes: Nigro, Streit, Hoifeldt, and Shanks. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been addressed. Approximately 20 acres of the property was sold off to the Waukee School District for the construction of Waukee Elementary. Another three acres was developed as single family residential lots including the extension of Northview Drive. In the fall of 2015 the City rezoned the subject property to M-1 to allow for the construction of a maintenance building, fueling facility, and an operations building for the School District. The City still currently owns the subject property, but has recently finalized agreements with the School District to acquire the property. The City of Waukee still owns the remaining approximately 50 acres located north of the Public Works building and proposed Transportation Center as well as west of Waukee Elementary School. It is anticipated that this property will be sold in the near future for additional single family residential development. January 22, 2016 3 of 4 PROJECT DESCRIPTION: The project involves the construction of an 11,354 square foot building which would provide restrooms, lounge space and offices for the School District bus drivers along with several mechanics bays and a wash bay. The plan also identifies an approximately 16,822 square foot building to be used for offices and warehousing for the School District. Finally, the plan shows the construction of a fueling facility. The fueling facility is being proposed to be constructed jointly between the City and District and the two parties have recently finalized agreements regarding both construction and long term administration of the fueling facility. Two above ground storage tanks, a fuel canopy, and three fuel pumps are proposed to be installed. The fuel tanks will be enclosed by a fuel enclosure. In addition to the proposed buildings the site plan also identifies 81school bus parking spaces located north of the proposed bus facility and future bus parking areas if necessary. Two detention ponds are identified on the site plan. The pond on the north side of the site will be a dry bottom pond and will be owned and maintained by the School District. The pond located near the intersection of 6th Street and University Avenue will act a regional detention basin and will be owned and maintained by the City of Waukee. The regional detention basin will serve this site and the Public Works site to the west. ACCESS AND PARKING Access to the site will be provided from both University Avenue as well as 6th Street. It is anticipated that the buses serving the southern portion of the Waukee School District will exit the facility utilizing University Avenue and the buses serving the north half of the District will utilize the access point directly on 6th Street. Access off of University Avenue will be restricted for security purposes for the bus facility. Adequate measures have been taken to allow for public safety access off of University Avenue if an emergency arises. Parking for the bus maintenance building will be provided on the east side of the site and parking for the warehouse building will be provided south of the building. The School District has agreed to construct a decel lane off of 6th Street to allow for buses and other traffic to turn off of 6th Street and into the site. No other improvements to 6th Street are planned at this time. A box culvert will need to be installed underneath University Avenue to accommodate Stormwater flowing off of the site. It is anticipated that University Avenue will be widened and paved within the next five years. The future plans for 6th Street also include widening to a three lane section. The district will be responsible for their proportionate share of the improvements at such time as they are constructed. As part of this development 6 foot wide sidewalks are proposed to be located around the detention basis to provide pedestrian access to the water features on site. UTILITIES Sanitary sewer service will be provided by an onsite lift station that will serve only this property. A force main will be extended to an existing force main on the Public Works property which flows north and then ultimately to the wastewater treatment facility. Water will be provided from an existing 12-inch water main located on the west side of 6th Street and an existing 16-inch water main on the north side of University Avenue. January 22, 2016 4 of 4 Storm water detention will be provided for in the two detention basins proposed on the north and south sides of the site. Water from the north pond will flow to the south pond which will ultimately outlet to the proposed box culvert and from there the water will flow south and to the east through the golf course. LANDSCAPING The proposed open space landscaping complies the Landscaping and Open Space Ordinance and the Site Plan Ordinance. A 30 foot landscape buffer has been provided for on the north side of the property to screen the site from any future development. ELEVATIONS Pre finished metal paneling, brick, glazing, and translucent overhead doors are some of the proposed building materials for both buildings. The proposed elevations meet the intent of the Site Plan Ordinance with respect to architectural requirements. Elevations of the fuel canopy, fuel tank enclosure, and trash enclosure have also been provided and appear to meet the intent of the Ordinance. Material samples will be available at the Planning & Zoning Commission meeting. STAFF RECOMMENDATION At this time Staff is comfortable with the preliminary plat/site plan and final plat and would recommend approval of the preliminary plat/site plan and final plat subject to remaining staff comments and review of all legal documents by the City Attorney. Based upon our review, staff has the following comments related to the site plan: PRELIMINARY PLAT / SITE PLAN: COVER SHEET & GENERAL COMMENTS 1. Please provide all plan sheets reference in the Sheet Index. 2. The zoning of the property should be updated to M-1 Light Industrial District. Please include the bulk regulations for this district as well. 3. Please provide property owner information. 4. Please provide project manager contact information on the cover sheet. 5. Addresses should be indicated on the cover sheet. Addresses for the buildings are as follows: 605 University Avenue (maintenance building) and 1000 6th Street (warehouse building). 6. Please provide a photometric plan for review with manufacturer’s cut sheets as part of the next submittal. 7. Please provide a materials board with the next submittal. 8. Provide storm water calculations for the proposed on site storm water management as part of the next submittal. 9. General Note #1 should reference the Waukee Standard Specifications for Public Improvements prior to referencing SUDAS. 10. General Note #14 should also reference “and prior to a rain event”. 11. General Note #18 should reference the Development Services Department in lieu of the Engineering Department. A note should be added to the utility notes referencing IDNR requirements for sewer pipes crossing water mains. Staff would note that gasketed joints are required for sanitary sewer as well. Staff has attached a reference for your use. In addition, locations where gasketed joints are to be used should be called out in plan and profile throughout the plan set. 22. Staking Note #1 should also reference that all pedestrian facilities shall be staked under the direction of a licensed land surveyor. 23. SWPPP and Topsoil Note #2 should be changed to 8-inch topsoil depth per SUDAS. 24. The cover sheet references a soils report. If the report exists please provide a copy. 25. Staff questions if IDNR Sanitary and Water permits are required for this project. If so, provide permit applications for review. 26. Staff questions how many buses will be housed at the facility and how many times will they be moving throughout the day. In addition, how many truck deliveries are expected per day at the warehouse facility. Please address. 27. Parking requirements and calculations should be provided. 28. General Note #1, last sentence should reference the Waukee Development Services Department instead of Engineering. SHEET C-002 | PHASING PLAN 29. Provide timeframe and notification to be made to Public Works for closure to University Avenue. 30. A pre-notification message board will be required to notify the public of University Avenue closure. Message board should be placed at least one week prior to closure. 31. Staff questions if there is any way to shorten the length of time the work on University Avenue has been allotted (12 weeks). Staff questions what the timing of the proposed installation of the box culvert is as it could affect farming operations and school bus routes. 32. Does the proposed culvert replacement fit the proposed alignment of future University Avenue. Please address. 33. The parking spaces on the far west side of the site should be noted as future if that is the intent. SHEET C-101 | DEMO PLAN 34. The notes indicating to sawcut pavement should reference that the sawcut should be full depth. 35. Any farm fence on the property should be indicated and noted for removal. The offsite farm fence should be noted to coordinate removal and replacement with the property owner. Correct the spelling of coordinate in this note. Engineers Response: 36. Staff questions what will be done with the existing native plantings/bioswale area where the driveway will connect with the Public Works facility at the northwest corner of the site. See attached plans for location of bioswale area. The areas marked for protection should be noted for removal and the subdrain should be tied into the storm sewer. Remove the subdrain outlet completely, including that portion that extends easterly to the transportation facility property. Engineers Response: 37. The edge of existing concrete at the Public Works facility should be noted to be sawcut. 38. Staff questions what will be done with the field drains when the intakes are removed. Will they be reconnected or tied into the storm sewer. Please address. 39. The callout to relocate the fiber should reference to coordinate relocation with the Wauke Public Works Department. SHEETS C-201 – C-202 | LAYOUT PLAN 40. The building setback on the north side of the site should be 30 feet. It appears that the building location will need to be shifted in order to accommodate this. 41. A 40 foot landscape buffer should be provided on the north side of the site. 42. Please indicate trash enclosure locations for each building. In addition, a detail of the enclosures should be provided for review. 43. Staff questions where the fuel tanks for the fuel facility are proposed to be located. Are they to be in ground or above ground tanks. 44. Elevations of the fuel canopy should be provided for review. 45. Staff questions if any emergency containment is planned or required for the fueling facility. Please address. 46. Please provide a detail of the fencing proposed. 47. An ADA landing should be provided on the south side of the warehouse building (Sheet C-201). Please add a label for an ADA landing. 48. The fiber easement on the north side of the property should be a minimum of 15 feet wide. 49. A sidewalk easement should be provided for any portion of the sidewalk along 6th street that is on private property. 50. Please move the curve data for the access off of 6th street so that it isn’t overlapping with site layout details (Sheet C-201). 51. Please specify what pavement types are on the layout plan. 52. Traffic Sign Note B should be review for typos. 53. Details of the gates should be provided for review. In addition gates will need to be equipped with KNOX switches for public safety access. A note should be added to the plan set indicating that access gates shall be installed with KNOX switches. 54. Staff would note that the Landscape and Open Space Ordinance prohibits more than 15 parking spaces in a row. Landscaped island will need to be provided to meet the Ordinance requirement. Staff questions if the width of the bus parking stalls could be reduced to allow for the construction of the islands. The stalls would only need to be reduced by 0.5’ to 1’ to allow for the construction of the islands and not lose any stalls. Engineers Response: 55. Pedestrian ramps should be added at the crossings from the bus parking to the bus facility (Sheet C- 202). 56. Verify that proposed improvements match future University Avenue alignment. 57. The proposed connection to the Public Works site should include radius for heavy equipment movement. The radius should be a minimum of a 25 foot radius. 58. Staff questions if an alternative connection to the Public Work site been considered. 59. Preliminary University Avenue profile should be indicated in half tone on the plan set. See attached exhibit. 60. The pedestrian crossing on 6th Street will need to be painted. Please indicate the pavement markings and note to be durable paint. The pedestrian crossing will need to be marked with international crossing blocks. Engineers Response: 61. What is the capacity of the fuel tank(s). Also, provide the number of tanks. 62. Staff questions if each bus parking space will be provided with a post to plug the buses in to in the winter. 63. A decel lane and a larger radius off of 6th Street will need to be provided for traffic turning into the site. Alternatively a traffic study could be supplied stating that such lane is unwarranted. Engineers Response: SHEETS C-301 – C-302 | GRADING PLAN 64. Please demonstrate that the minimum of 2% grade is being met across the site. 65. Topsoil Note #1 should be revised to state that topsoil shall be preserved to meet General Permit #2 requirements. 66. Topsoil Note #2 should be revised to state that a minimum of 8 inches of topsoil will be respreads to meet SUDAS requirements. 67. Staff questions if 4% organic matter is achievable are referenced in Topsoil Note #4. Please address. 68. Complete design information for all pedestrian facilities should be provided (spot elevations, running ramp grades on both sides, cross slopes, etc.). This information can also be provided in details in lieu of on the grading sheets. The running ramp grades at the crossing of the access road on the north side of the site are missing. Provide running ramp grades for all crossings of access road off of 6th Street. Engineers Response: 69. 100 year flood elevations should be indicated and illustrated for all detention and sump areas on site. 70. Overflow elevations and route should be indicated and illustrated by using directional arrows. Please provide more details of overflow routes. 71. Staff questions if any outlet protection is planned for the outlet of the box culvert. Is any downstream grading necessary. Please address. 72. A culvert should be provided in the ditch under the entrance off of 6th street. 73. Erosion protection should be provided for overflow paths. 74. Provide a detail of the emergency overflow to show dimensions. Details for all overflows going over a sidewalk should be provided for review. Staff questions if any changes will be needed for the sidewalk in this area for the overflow (Sheet C-301 and C-302). Please show critical elevations for the sidewalk to meet for overtopping , On Sheet C-301 it appears that the road between ponds will overtop at intakes west of overflow path indicated. Also, provide information for sidewalk overflow path to the south of the road. 75. On Sheet C-302 add a note for the detail provided on C-601 for the Emergency Overflow. Staff questions what the overflow path being shown with arrows to the west of the sidewalk indicated as the Emergency Overflow is. Please address. 76. It appears that the 100 year elevation from the north will flood sidewalks on the north and east sides of the basin during large events. Staff is concerned that this will be a safety issue if this is a public sidewalks. 77. A flume or a subdrain will need to be provided through the area of the detention basin that is less than 2% grade. Waukee Standard Specifications requires that a subdrain or a flume be provided in areas where less than 2% grade is being provided regardless of the type of grasses proposed to be planted. Engineers Response: 78. Provide building corner elevations for the fuel facility. SHEETS C-401 – C-402 | UTILITY PLAN 79. Staff questions if gas service is planned for the proposed buildings. Please address. 80. Please indicate the Fire Department Connection (FDC) locations. 81. Staff question if the proposed hydrants will meet the minimum of 1,500 gallons per minute. Please address. 82. A note should be added to the utility sheets to field verify all existing utility locations. 83. Verify the location of ST-34 (Sheet C-401). 84. The hydrant located near the fuel facility should be moved to either end of the radius. 85. Please indicate the size of the forcemain (Sheet C-401). 86. Complete pipe information for Structure 33 (Sheet C-401). 87. Staff questions how the bioswale will be modified for paving in the area between ST #31 to ST #32. Staff also questions where the subdrain outlets will be routed to. It appears that the subdrain running easterly will be connected to ST #31, but it is less clear how the subdrain running northerly should be connected to ST #32. 88. Staff would note that the existing fiber will need to be disconnected at Public Works to limit one splice and will need to be coordinated with the Public Works Department. 89. Provide a detail of the proposed sanitary cleanout. 90. Provide a valve on the service lines (4 inch valve locations) just before building entry. 91. Utility Note #8 on Sheet C-001 indicates services to be at 2%, but the plans show 1%. 92. Hydrant radius is to be 150 feet. 93. Add “coordinate with owner” to note about adjusting the telephone riser at the north sidewalk tie in to 6th street (Sheet C-401). 94. The invert will need to be shaped to flow west at the existing storm manhole connection of 6th street (36-inch). 95. The future 6-inch sanitary service will need to be plugged at ST #102. 96. The existing 24-inch tile should be located prior to final plans to verify storm sewer elevations will work. 97. All critical crossings should be called out with top and bottom of pipe elevations. Water crossings should have this information as well. There are two locations of sanitary and storm crossings on the west side of the site that do not have this information and the storm and force main crossing on the west side of the site is missing this information. All crossings of existing utilities should be noted to field verify. Engineers Response: 98. Staff questions if either building will be equipped with a sand/oil separator. If so please indicate the location. 99. The hydrant on the west side of the maintenance building should be relocated so that it is inside of the proposed fencing. 100. Staff questions if additional hydrant will be required to meet fire flows. Please address. 101. A separate set of construction drawings will need to be provided for review for the proposed box culvert as this is in the City right-of-way and is a public improvement. 102. The hydrant on the west side of the maintenance building should be relocated so that it is inside of the proposed fencing. 103. Staff questions if the proposed box culvert will be precast. 104. The proposed 4 inch force main has 6 inch bends. Please revise. 105. Valves should be added on both services (domestic and fire) going into the buildings. 106. The bioswale should be shown on Sheet C-401. 107. Adjust the location of label for Structure #31 so it is completely shown on the sheet. Engineers Response: 108. Change the outlet invert label of the pump station from (W) to (S). Engineers Response: 109. An area intake should be provided on the 24-inch storm sewer on the south side of University Avenue instead of a plug. This will allow the tile to capture low flows. Engineers Response: SHEETS C-403 & C-404 | CULVERT 110. Add a note that dewatering is incidental to culvert construction. 111. Add the telephone line to the profile view along the culvert 112. Critical Crossing Note #2 should be revised to include that the water line is to be lowered. 113. Critical Crossing Note #4 is this applicable. It appears to be the connection point rather than a crossing. 114. City Staff is uncomfortable using standard details for the culvert as it is a format not commonly used on public improvement projects in the City of Waukee. Engineers Response: 115. Staff questions how tie-in for future extension of the culvert will work. Engineers Response: 116. Staff has concerns over the amount of cover between the top of the RCBC and the bottom of pavement. Is there any way to provide additional cover. Engineers Response: SHEET C-405 | PUMP STATION PLAN 117. There appears to be a duplicate layout of the pupm station and the forcemain. SHEETS C-501 – C-502 | LANDSCAP E PLAN 118. Landscape islands should be indicated in the bus parking area (see Comment #54). Engineers Response: 119. A 40 foot landscape buffer will need to be provided on the north side of the site as follows: 2 overstory, 4 evergreen, and 3 ornamental per 50 lineal feet. 120. Verify that the spaces between parking areas and the right-of-way are planted with a minimum of one (1) overstory deciduous tree per 40 lineal feet. 121. Landscape Note #11 should reference that approval from the City of Waukee is required for substitutions. 122. Additional landscaping will be required to screen the bus plug-in stations on the side that faces 6th Street and the side that faces the Public Works Facility. This screening can be accomplished with bushes. Engineers Response: SHEETS C-503 | LANDSCAPE PLAN 123. Staff questions what the plan is for temporary seeding for the areas proposed to be planted with native plantings. 124. The areas around the bioswale should be noted to be replaced with sod. A bioswale replacement plan should be provided or indicated on the landscaping plan. SHEETS C-601 | DETAILS 125. Provide a detail for the anti-seep collar. 126. Correct Type 1 Pavement Section detail to show 7-inch PCC instead of 76 PCC. Engineers Response: SHEETS C-701 | SWPPP 127. Provide an outlet structure for the temporary sediment basin (provide a callout for this facility) that withdraws water from the surface when discharging from basins to meet General Permit #2 requirements. Please provide response in the SWPPP. Staff understands this will be done, but has not received an updated SWPPP. 128. Provide notes for final discharge locations and name ultimate receiving waterbody. 129. Show proposed topsoil stockpile location. 130. Concrete washout, restrooms, and other waste areas should be a minimum of 50 feet from an inlet to storm sewer or waterbody. 131. Verify that the Disturbed Area Note #1 is correct. 132. Erosion Control Note #7 should be updated to state that control meets EPA Stormwater Best Management Practice as General Permit #2 does not directly state control needs for concrete washout facilities. 133. Staff recommends that silt fence be installed around the ponds during active buildout to minimize sediment entering the ponds. VEENSTRA AND KIMM COMMENTS: 134. All proposed turning radii should be verified to accommodate school buses and City maintenance vehicles (Sheet C-201). The existing roadways of 6th Street and University Avenue have only a single lane of traffic in each direction. The plan for turning radii of buses and semis indicates that at entrances the opposite lane of the street roadway including the shoulders would be occupied to make the turn. To minimize traffic conflicts during peak use of the streets, it is suggested that the turning movements of buses and semis be restricted to occupy only a single lane of roadway without extending into the opposite lane of travel. The entrances should be modified to accommodate the turning movements of the buses and semis without extending into the opposite lane of traffic. Engineers Response: 135. It should be verified if 6th Street and University Avenue have right-of-way by title, or as shown on the plan, if 6th Street has a roadway easement. If there are roadway easements, the plat boundaries should be adjusted to show the roadway easements as streets rights-of-way on the final plat. 136. When field tile are removed on-site, it should be indicated on the plan where the remaining field tiles are routed or connected to the proposed storm sewers (Sheet C-301). 137. The northerly dry bottom detention basin appears to have the bottom at a slope less than 2%. A concrete flume may need to be considered to provide for improved drainage (Sheet C-301 – C- 302). 138. The normal pool and detention limits of the ponds should be indicated graphically in addition by a note (Sheet C-301 – C-302). 139. The north part of the site includes a berm which will create a drainage swale north of the berm. The swale will intercept and divert the flow easterly to a sump area where the flow is collected and diverted to the inlet of the detention pond. It appears the 100 year flow capacity of the swale and the limits of the 100 year flow should be established, and possibly a drainage easement provided. (Sheet C-301 – C-302). It appears during the intermediate period before the northerly area of the drainage basin is developed, that a defined drainage swale should be provided along the berm that intercepts the runoff and diverts the flow to the inlet of the dry detention pond. The 100 year flood limits should be defined for the swale, including the area at the collection point to the inlet to the pond. Surface runoff from the surrounding off-site areas to the project site should be shown with arrows. The proposed contours should be completed at the northeast corner of the site adjoining 6th Street. Define and show the drainage swale and 100-year flood limits along the berm on the north side of the site. The inlet of the dry detention pond may need to be extended north of the site. Show the connection of the 100-year flood limits of the inlet of the dry detention pond and the dry detention pond itself. Engineers Response: 140. All sump areas should show the 100 year flood limits. Surface drainage flow routes and overflows during a 100 year storm event should be indicated on the plan. 141. Rip-rap should be shown for the overflow from the pond (Sheet C-302). 142. It has been indicated in the storm drainage report that the ditch along 6th Street and south of University Avenue has the capacity to accommodate the 100 year flow. It should be verified that the ditch has the capacity to handle flow downstream to its outlet at the culvert crossing of 6th Street. 143. It is noted on the storm water management plan report that the detention basin design is based on “maximum detention volume feasible” rather than the 5 year storm release rate during a 100 year storm event which should be clarified. As indicated in the storm water management plan report, the detention basin is designed based for the maximum volume possible. Based on Tables 2.1 and 3.1 included in the storm water management report. The post development 100 year flow will be reduced from 435 cfs to 236 cfs/ The existing 5 year storm occurrence has been estimated at 145 cfs. Engineers Response: 144. It is noted that the detail of the 6 × 4 RCBC is shown on Sheets C-403 and C-404 which are not enclosed on the plans. 145. It appears rip-rap or other erosion control should be provided at the ends of the flared end sections of the storm sewers. The flared end sections should have footings and apron guards (Sheet C-401). 146. In the future, it is believed the right-of-way width of University Avenue should be at least 120 feet to accommodate future lanes of traffic for a major arterial street. Wider right-of-way should be provided at the intersection of 6th Street and University Avenue to accommodate turning lanes. It may be beneficial in the design of the culvert and the intersection of University Avenue and 6th Street if the “footprint” of the future intersection is shown on the plans. 147. It would be beneficial if the 6’ × 4’ RCBC longitudinal section would show all dimensions of the box, slope, inverts and the depth of fill over the top of the box. There is a concern about the depth of cover over the box, and whether or not there will be sufficient cover for the new road when the box is extended to the south. It is believed there will be a low point on the new road somewhere westerly of the box culvert. Also it is not clear where the future culvert will terminate in the future. Adjust culvert and/or road grades to provide a minimum of 6” cover between the bottom of pavement and top of the culvert to accommodate modified subbase. Preliminary plans for future University Avenue improvements show a low point elevation of 991.68 in the area of the culvert. The culvert design should be modified to account for the extension of the culvert with the future University Avenue improvements. Engineers Response: BUILDING ELEVATIONS 148. Stone or brick should be incorporated into both buildings. 149. Architectural elements such as windows, stone, offsets, projections, etc. should be incorporated into the north elevation of the maintenance building in order to break up a long wall expanse. 150. Architectural elements such as windows, stone, offsets, projections, etc. should be incorporated into the north elevation of the warehouse building in order to break up a long wall expanse. FINAL PLAT COMMENTS 151. The zoning of the property should be updated to M-1, also include bulk regulations. 152. The zoning of the cemetery should be updated to A-1, not AG. 153. The zoning of the Public Works facility should be updated to M-1. 154. All proposed easements should be indicated. 155. All existing easements should be indicated with recorded book and page numbers. 156. A note regarding the responsibility of maintenance of the detention basin should be provided on the plat. 157. The ROW width of 6th Street and University Avenue should be indicated. 158. A sidewalk easement should be provided for the portions of the sidewalk along 6th Street that are not within the City ROW. 159. An ingress/egress should be provided across the site. An ingress/egress easement will be necessary to allow access to the Public Works facility across the site, not just to the fuel facility. This is required to allow access particularly when University Avenue is closed for the culvert replacements. Engineers Response: 160. Please add the recorded book and page numbers for the Property Description and on Lot 1. 161. All legal documents for the final plat should be submitted as part of the next submittal. Engineers Response: 162. The address of 605 University Avenue should be used for the address of Lot 1. The address for the warehouse building should not be included on the final plat.
