APPROVING REVISED JOB DESCRIPTION [FINANCE DIRECTOR]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the job description for the position of Finance Director has been revised to update
the supervisory duties of that position; AND,
WHEREAS, the City Administrator and Human Resource Director recommend approval of the
revised job description.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of February, 2016, that it hereby approves the revised job description for the
Finance Director position.

JOB DESCRIPTION
Job Title: Finance Director Reports to: City Administrator
Dept/Div: Finance Direct Reports: Utility Account Specialists, Senior
Union Status: Non Represented Accountant, Accounting Clerk, Payroll
Pay Grade: 2 Clerk
FLSA Status: Exempt – Executive
JOB PURPOSE: The Finance Director holds full responsibility to maintain the integrity of all financial and
accounting systems in accordance with state and local standards, laws and generally
accepted accounting principles assuring that all financial transactions are recorded,
accounted for and acted upon in a complete and timely manner.
ESSENTIAL FUNCTIONS:
(Order of Essential Functions does not indicate importance of functions.)
1. Leads and directs the Finance Department staff through selection, orientation, training, performance
management and discipline according to standard operating procedures and City policy.
2. Develops a proposed budget per elected officials’ policy direction for consideration and, following
approvals, supervises preparation of the official document, and implements the budget.
3. Coordinates the issuance of bond sales, utilizing the financial management firm to ensure compliance with
debt policies, bond covenants, and federal restrictions.
4. Develops and executes a strategy for the use of Tax Increment Financing (TIF), including management of
TIF debt, payment of financial incentives, and state reporting requirements.
5. Manages the City’s treasury, including cash flow analysis, banking operations, investment of funds and
merchant card services.
6. Supervises fixed asset accounting and City equipment inventories and develops an overall plan for the
financing and replacement of equipment and facilities.
7. Oversees preparation of required state and federal reports and generates reports and analyses for
developing and implementing policies that assist elected officials and staff in decision-making.
8. Coordinates the annual financial audit and audits of compliance issues for federal, state and local laws and
regulations.
9. Oversees the reconciliation of bank statements with City’s accounts and certifies the balance of cash and
investments of each fund. Generates various monthly reports, including financial statements and
Treasurer’s report.
10. Manages outside information technology contracts and coordinates the hardware and support software
needs of the organization.
11. Performs other duties or assumes other responsibilities as apparent or assigned.

co-workers, departments, City officials, other jurisdictions, the business community and the general public.
3. Train, motivate and monitor the effective work of staff.
4. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically
required in the course of performing specific job duties.
5. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating,
as necessary, in assisting all other teams.

6. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and
procedures ensuring that all work performed and all staff members meet those standards while exhibiting
consistent treatment of all staff.
QUALIFICATIONS:
1. Bachelor’s Degree in Accounting, Financial Management or related discipline required. Master’s preferred.
2. Five (5) years of work experience in financial management. Public sector experience preferred.
3. A minimum of five (5) years supervisory experience.
4. Excellent knowledge of current municipal, state and federal codes, laws and ordinances as related to
finance and generally accepted accounting principles.
5. Ability to read, analyze and clearly interpret professional publications, technical manuals and complex
regulations and to communicate these in understandable terms.
6. Access to transportation with insurance at required state levels to conduct business throughout the
assigned area.
PHYSICAL REQUIREMENTS:
1. Able to effectively present information and respond to questions from groups of directors, staff, colleagues,
elected officials and the general public.
2. Able to prepare and present accurate and reliable reports containing findings and recommendations.
3. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and
office equipment.
4. Able to sit for long periods of time and to maintain focus on project such as computer screen.
5. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees and the community.
WORKING CONDITIONS:
1. Climate controlled office with hazards typical to that environment.
2. Position requires travel within and outside of the City which imposes common travel hazards.
3. Standard work hours would be Monday – Friday 8:00 AM – 5:00 PM and position will often include
meetings, presentations and events during weekends and evenings.
4. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee City Hall.
5. There is no residency requirement for this position.
