AGENDA ITEM: Consideration of approval of a resolution approving job descriptions and pay
grade [Seasonal Staff, Waukee Parks and Recreation and Waukee Public
Works Departments]
FORMAT: Consent Agenda
SYNOPSIS INCLUDING PRO & CON: Various job descriptions for Waukee Public Works and
Parks and Recreation Department seasonal staff have been created. All such
positions shall be at the seasonal staff pay grade.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The City Administrator and Human Resource Director
recommend the approval of establishing the seasonal positions and the
approval of the job descriptions and pay grade.
RECOMMENDATION: Approve the resolution.

APPROVING JOB DESCRIPTIONS AND PAY GRADE [SEASONAL STAFF,
WAUKEE PARKS AND RECREATION AND WAUKEE PUBLIC WORKS
DEPARTMENTS]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Parks and Recreation Director and Public Works Director have submitted job
descriptions for the following seasonal staff positions:
Parks Laborer
Recreation Intern
Gas Laborer
GIS Intern
Streets Laborer
Truck Driver
Water-Wastewater Intern
Water-Wastewater Laborer; AND,
WHEREAS, the pay grade for these positions shall be Seasonal; AND,
WHEREAS, the City Administrator and Human Resource Director recommend approving the
job descriptions and pay grade.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of February, 2016, that it hereby approves the job descriptions and pay grade for
those Waukee Parks and Recreation and Public Works Department seasonal staff listed above.

JOB DESCRIPTION
Job Title: Parks Laborer (Seasonal) Reports to: Parks Superintendent
Dept/Div: Parks & Recreation/Parks Direct Reports: None
Union Status: Non-Represented - Seasonal FLSA Status: Non-Exempt
Pay Grade: Seasonal
JOB PURPOSE: The Parks Laborer assists the Full Time staff in development, operation and maintenance
of parkland, park facilities and bike trails.
ESSENTIAL FUNCTIONS:
(Order of Essential Functions does not indicate importance of functions.)
1. Assists in maintenance and repair of park facilities including mowing, cutting of brush and trimming of
trees.
2. Performs routine maintenance on buildings, restrooms, structures, and grounds including cleaning and
sanitizing restrooms, painting, shingling, weatherizing and other miscellaneous repairs and maintenance.
3. Participates in park construction and maintenance activities as required.
4. Keeps equipment, shop and storage areas clean and well-maintained.
5. Reports any damaged or broken safety or mechanical equipment or vandalism to the appropriate
supervisor.
6. Performs other duties or assumes other responsibilities as apparent or assigned.

QUALIFICATIONS:
1. High school diploma or GED preferred.
2. Must be 18 years of age.
3. Must possess a valid Iowa Driver’s License and meets the requirements of the City’s motor vehicle policy.
PHYSICAL REQUIREMENTS:
1. Able to lift, carry, push and pull up to 50 pounds and frequently lift and/or move more than 100 pounds.
2. Able to spend the majority of work related time outdoors.
3. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of
weather.
4. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees, vendors and the community.
WORKING CONDITIONS:
1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may
be encountered.
2. During summer months outside temperatures can be over 100 degrees for entire scheduled work day.
3. During different job duties the noise inside or outside can become very loud

4. May be exposed daily to odors, dusts and gasses that may be uncomfortable or hazardous if proper
procedures are not followed.
5. Position requires travel within and outside of the City which imposes common travel hazards.
6. Standard work hours will be Monday – Friday 7:00 AM – 3:30 PM with additional evening or weekend
hours as required.
7. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee Public Works Building.
8. There is no residency requirement for this position.

Job Title: Parks & Recreation Intern Reports to: Recreation Supervisor
Department: Parks & Recreation Direct Reports: None

JOB PURPOSE: The Parks & Recreation Intern will assist the Recreation Supervisor with planning,
coordinating, and administering youth and adult programs, and will assist with day-to-day
administrative duties while completing college internship requirements.
ESSENTIAL FUNCTIONS:

1. Learns and explores all aspects of the Parks & Recreation Department including: program design,
planning, analysis and evaluation; needs assessment; personnel management; operations; fiscal
management; promotions, marketing and communications; regulatory standards; resource identification;
diversity recognition and risk management.
2. Completes and implements internship/senior project required for completion of Bachelor’s Degree.
3. Assists with planning, developing, coordinating, implementing and leading recreational activities and
programs.
4. Leads implementation of recreation programs.
5. Supervises participants in areas such as youth programs and activities, adult and youth sports leagues,
senior citizen activities, and various tournaments and special events.
6. Prepares Parks & Recreation facilities and maintains as needed.
7. Transports recreation participants as needed.
8. Performs administrative and office duties as assigned.
9. Performs other duties or assumes other responsibilities as apparent or assigned.

JOB PURPOSE: The Seasonal Gas Laborer assists the Full Time staff with the repair and maintenance of
the municipal gas system.

1. Completes detailed paint work on gas meters and other gas facilities.
2. Assists with installation of new gas services.
3. Assists with maintenance of natural gas distribution system.
4. Uses electronic devices such as tablets to capture gas records.
5. Assists in all Divisions of Public Works as directed throughout the season.
6. Performs other duties or assumes other responsibilities as apparent or assigned.

JOB PURPOSE: The Geographic Information System (GIS) Intern assists in the maintenance of the City’s
GIS while completing college internship requirements.
ESSENTIAL FUNCTIONS:

1. Learns and explores all aspects of the GIS Division including: updating spatial databases, reading and
interpreting site and subdivision plans or documents and updating attribute information in tabular
databases.
2. Digitizes features to update the City’s GIS.
3. Researches, develops and maintains various software applications, programs, automated GIS tools and
products.
4. Performs data collection using Global Position System equipment.
5. Assists City departments with GIS related activities and daily GIS or general technology needs.
6. Performs other duties or assumes other responsibilities as apparent or assigned.

maintenance of City streets, sidewalks, storm sewer systems and traffic signs.

1. Assists with the maintenance of all City roads/streets by patching and sealing.
2. Assists with installation and repair of signs.
3. Paints cross walks and parking lines on streets.
4. Mows right-of-way.
5. Cleans and maintains Streets Division vehicles and equipment.
6. Assists in all aspects of Public Works throughout season.
7. Performs other duties or assumes other responsibilities as apparent or assigned.

Job Title: Truck Driver (Seasonal) Reports to: Streets Superintendent

Pay Grade: Seasonal
JOB PURPOSE: The Seasonal Truck Driver will assist the Streets Division by hauling a wide range of
products to sites within and outside the City of Waukee.
ESSENTIAL FUNCTIONS:

1. Drives a City owned dump truck to haul a wide range of products related to the Public Works
Department’s daily jobs throughout the City.
2. Completes street, sidewalk, storm sewer system and traffic sign maintenance.
3. Assists in all Divisions of Public Works as directed throughout the season.
4. Performs other duties or assumes other responsibilities as apparent or assigned.

JOB PURPOSE: The Water/Wastewater Intern will assist the Full Time staff in the safe and reliable
distribution of the city’s portable water supply, and the operation, repair and maintenance of
the wastewater collection system, while completing college work experience requirements.
ESSENTIAL FUNCTIONS:

1. Learns and explores all aspects of the Water/Waste Water Division including: the operation and
maintenance of the wastewater plant and the wastewater collection system; collection, testing, and
analyzing water and wastewater samples and preparing and submitting reports to regulatory agencies:
and installing, repairing, replacing, and reading water meters.
2. Assists Full Time staff in performing hydrant flushing and flow testing, valve turning and Geographic
Information System (GIS) valve locating.
3. Assists in cleaning and maintaining distribution systems.
4. Assist in operating remote camera for wastewater and storm water distribution systems.
5. Completes daily maintenance at City facilities such as mowing or cleaning and assists other Divisions as
directed.
6. Performs other duties or assumes other responsibilities as apparent or assigned including aiding in snow
removal.

when necessary.
5. Able to make mathematical calculations for probability and statistical inference as well as geometry and
trigonometry.
6. Confident in the use of computers and tablets and able to be trained in software required to complete the
