Proposed Resolution PREPARED BY: Dan Dutcher REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: THE CITY OF WAUKEE, IOWA RESOLUTION 16- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WAUKEE, IOWA AUTHORIZING THE MAYOR TO SIGN THE APPLICATION AND THE CITY ADMINISTRATOR TO ACT ON THE CITY’S BEHALF IN THE FILING OF AN APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION FOR ASSISTANCE UNDER THE REVITALIZE IOWA’S SOUND ECONOMY PROGRAM IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City Council of the City of Waukee has established the development of the Kettlestone Corridor as a Council priority and in order to provide access to this corridor a formal application for Revitalize Iowa’s Sound Economy Program (RISE) will be filed requesting funds in support of infrastructure improvements to encourage economic development in the Kettlestone Corridor; WHEREAS, under the terms of the Iowa Code Section 327H and 315.11, and administrative rules of the Iowa Department of Transportation, the State of Iowa has authorized the making of grants and loans to cities to aid in financing the construction of specific economic development projects: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WAUKEE DOES AS FOLLOWS: SECTION 1. The City of Waukee endorses the infrastructure improvements to spur economic development. SECTION 2. The proposed road construction projects are necessary to encourage companies to locate in the Kettlestone Corridor. SECTION 3. A commitment is necessary because the Kettlestone Corridor is dependent upon access for movement of employees to and from the corridor. If a commitment of Revitalize Iowa’s Sound Economy funding is not available, companies could make the decision not to locate at this site, and in fact, could locate out of the State of Iowa. SECTION 4. The City Council authorizes the Mayor to sign the formal application for Revitalize Iowa’s Sound Economy Program funds. SECTION 5. The City Council authorizes the City Administrator to file the formal application with IDOT and sign all pertinent papers on behalf of the City as it relates to this application. SECTION 6. The City of Waukee will be requesting a negotiated amount up to a 80% match of eligible roadway construction from the Revitalize Iowa’s Sound Economy Program and will provide the balance of the project funding. SECTION 7. The roadways involved in this project will be dedicated to public use in the City of Waukee, Iowa. SECTION 8. The roadways shall be maintained by the City of Waukee, Iowa.
