HomeMy WebLinkAbout2016-03-07-J01B 02162016_minutes WAUKEE CITY COUNCIL MINUTES February 16, 2016 (A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:33 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor William F. Peard; Council Members Shane Blanchard, Brian Harrison, Shelly Hughes, Larry R. Lyon, Rick Peterson. Absent: None. Also present: City Administrator Tim Moerman, Finance Director Linda Burkhart, Development Services Director Brad Deets, Public Works Director John Gibson, Community and Economic Development Director Dan Dutcher, Parks and Recreation Director Matt Jermier, Marketing and Communications Director Summer Evans, Police Chief John Quinn, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval – Council Member Blanchard moved to approve the agenda; seconded by Council Member Lyon. Results of vote: Ayes: Blanchard, Harrison, Hughes, Lyon, Peterson. Nays: None. Motion carried 5 – 0. (F) Mayor’s Report – Mayor Peard attended the Waukee Area Chamber of Commerce annual dinner on 02/04 and a Waukee Foundation Board of Directors meeting on 02/11. The 2015 Citizen of the Year nomination deadline is extended to 02/19. (G) Presentations: 1) Recognition of outgoing citizen commission, committee and board members – Mayor Peard presented certificates of appreciation to Pat Green, Board of Appeals and Shane Sloan, Community and Economic Development Advisory Committee. Not in attendance were Pattie Anderson, Board of Adjustment and Chris Andrews, Park Board. 2) Waukee Area Chamber of Commerce quarterly report – Report made by Waukee Area Chamber of Commerce Executive Director Melinda Behn. (H) Public Hearings: 1) On a proposition to authorize a Lease Purchase Agreement in the amount of not to exceed $60,000 for the acquisition of golf course equipment – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Parks and Recreation Director Jermier briefly reviewed the proposed lease purchase agreement for a rough mower, explaining that the City was moving toward leasing and away from purchasing the most expensive pieces of golf course equipment. No comments were made by the public present. 2) On plans, specifications, form of contract and estimate of cost [3rd Street Water Tower Refurbishment Project] – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Public Works Director Gibson briefly reviewed the proposed project, construction timeline, and scope of work. No comments were made by the public present. 3) On the proposed Capital Improvement Program for Fiscal Years 2017-2021 – Mayor Peard opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. City Administrator Moerman briefly reviewed the proposed program. He noted that the first phase of Alice’s Rd. widening from University Ave. north to Hickman Rd. could possibly begin in 2017. The City is also researching possible turn lanes at certain problematic intersections. Council Member Blanchard asked if the first phase of Alice’s Rd. widening would begin in the 2017 calendar or fiscal year; Mr. Moerman replied it could begin in calendar year 2017 if funding is available. Mayor Peard stated that residents should be kept informed of the plans and timeline for Alice’s Rd. inprovements. No comments were made by the public present. 2 (I) Public Hearing Action Items: 1) Resolution: Consideration of approval of a resolution instituting proceedings to take additional action for the authorization and issuance of a General Obligation Lease Purchase Agreement in the amount of not to exceed $60,000 for the acquisition of golf course equipment – Council Member Lyon moved to approve the resolution; seconded by Council Member Blanchard. Council Member Harrison asked for clarification on the warranty; Parks and Recreation Director Jermier explained that it was a three-year, “bumper to bumper” warranty. Results of vote: Ayes: Blanchard, Harrison, Hughes, Lyon, Peterson. Nays: None. Motion carried 5 – 0. (Resolution #16-049) 2) Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost [3rd Street Water Tower Refurbishment Project] – Council Member Harrison moved to approve the resolution; seconded by Council Member Lyon. Council Member Peterson asked when the water tower was last refurbished; Public Works Director Gibson noted it was done just over ten years ago. Results of vote: Ayes: Blanchard, Harrison, Hughes, Lyon, Peterson. Nays: None. Motion carried 5 – 0. (Resolution #16-050) 3) Resolution: Consideration of approval of a resolution approving City of Waukee Capital Improvement Program for Fiscal Years 2017-2021 – Council Member Hughes moved to approve the resolution; seconded by Council Member Lyon. Results of vote: Ayes: Blanchard, Harrison, Hughes, Lyon, Peterson. Nays: None. Motion carried 5 – 0. Consideration of approval of a resolution ordering construction of certain public improvements, and fixing a date for hearing thereon and taking bids therefor [NE Douglas Parkway Extension From NE Alices Road West] (Resolution #16-058) 2) Resolution: Consideration of approval of a resolution approving site plan for The Cove at Kettlestone Townhomes – Council Member Blanchard moved to approve the resolution; seconded by Council Member Hughes. Development Services Director Deets briefly reviewed the site plan, noting that the zoning was approved prior to Kettlestone Design Standards approval. The design elements conform to the PD zoning established for the subject parcel. Council Member Hughes questioned the lack of parkland; Mr. Deets noted that two larger parks were planned elsewhere in the Kettlestone development and that the proposed townhome development included a retention pond that would provide green space when dry. Mr. Deets added that any parkland dedication for the subject property would be very small and not conducive to park development. Council Member Hughes wondered if the townhome and apartment developers could work together to add playground equipment; Mr. Deets noted that there were certain amenities included with the apartment project but reiterated that there was no dedicated parkland. Council Member Lyon expressed concern with the proposed vinyl exterior elements, noting that they can deteriorate sooner than expected. Council Member Harrison asked if there were any planned barriers between the proposed townhomes and the existing railroad right-of-way; Mr. Deets replied in the negative, noting that the type of townhome units planned would be less likely to house families with children. He added that the townhome units would be front- loaded with limited rear access. Council Member Blanchard asked if the Union Pacific Railroad planned to add any rock in their right-of-way that would look attractive while making it harder to access the tracks; Mr. Deets replied that he was unaware of any such plans. Council Member Peterson noted that few trains run on that segment of track and that they run at low speed. Results of vote: Ayes: Blanchard, Harrison, Hughes, Lyon, Peterson. Nays: None. (Resolution #16-059) 3) Resolution: Consideration of approval of a resolution approving site plan for The Cove at Kettlestone Apartments – Council Member Peterson moved to approve the resolution; seconded by Council Member Blanchard. Development Services Director Deets briefly reviewed the site plan, noting that the proposed number of buildings with more units per building is consistent with the Kettlestone Design Standards. The exterior elevations will consist of all brick and the site will include a swimming pool and clubhouse. Council Member Blanchard asked if there were income requirements for housing applicants; Mr. Deets replied that the facility was not proposed as an affordable housing project, but that City staff does not know the application process. Council Member Peterson noted that only two dumpsters are shown on the site plan; Seth Sunderman with Snyder & Associates, project engineer, confirmed the number of dumpsters. Council Member Hughes asked if the number of dumpsters was appropriate considering the number of housing units; Dave Massey with Ankeny Sanitation addressed the council at their request and theorized that there would likely be multiple dumpster pick-ups each week. Council Member Lyon asked when the City would reach the saturation point for apartments; Mr. Deets shared some statistics from the 2010 U.S. Census on metro area rental properties, noting that Waukee is currently near 24% rental housing. He added that rental property contruction is driven by the market and that in the Kettlestone Corridor there are more multi-family units planned than single family. Council Member Lyon asked the council if there has been any previous discussion on possible caps for multi-family housing; Council Member Blanchard replied that there is no policy in place, but it has been discussed. Council Member Blanchard voiced his support for the subject project, stated that housing is needed in Kettlestone in order to attract businesses. Council Member Hughes noted her concern with building more multi-family residential units in this particular area. She also expressed concern with the number of 10 dumpsters in light of the number of dwelling units, adding that the proposed apartments are not what she forsaw in the Kettlestone development. Mayor Peard stated that rental unit saturation is something to keep in mind, but he expressed the belief that the City Council has not allowed for past multi-family buildings in a haphazard manner. Council Member Blanchard said that the Kettlestone development calls for a mix of commercial and townhomes and reiterated that the proposed apartments would help spur development to the south. City Administrator Moerman noted that the City Council could discuss multi-family development during goal setting and as part of the comprehensive plan update. Council Member Peterson spoke in favor of the proposed site plan, stating that a different generation of people would find this type of housing attractive. (Resolution #16-060) 4) Resolution: Consideration of approval of a resolution awarding and approving contract for solid waste and recycling services – Council Member Lyon moved to approve the resolution; seconded by Council Member Blanchard. Public Works Director Gibson briefly reviewed the contractor selection process and recommended awarding contract to Ankeny Sanitation of Ankeny, IA. Council Member Blanchard asked if recycling collection would be weekly with Ankeny Sanitation; Mr. Gibson replied in the affirmative.
