AGENDA ITEM: Consideration of approval of an ordinance to amend Chapter 213, Waukee
Municipal Code, by amending Section 213A.13 concerning charges for the
collection, processing and marketing of solid waste and recyclable materials
[introduction; first reading]

SYNOPSIS INCLUDING PRO & CON: Beginning July I" the new Solid Waste Contract will
begin with weekly recycling pick up. As a result a rate increase to $18.01 is
required with an annual CPI adjustment for the following 4 years.

ORDINANCE NO. 16-
AN ORDINANCE TO AMEND CHAPTER 213A, WAUKEE MUNICIPAL CODE, BY
AMENDING SECTION 213A.13 CONCERNING CHARGES FOR THE COLLECTION,
PROCESSING AND MARKETING OF SOLID WASTE AND RECYCLABLE
MATERIALS
WHEREAS, the City of Waukee has determined to has determined to amend the charges
for the collection, processing and marketing of solid waste and recyclable materials.
BE IT ORDAINED by the City Council of the City of Waukee:
Section 1: Chapter 213A, Waukee Municipal Code, Section 213A.13 should be and the
same is hereby repealed and enacted in lieu thereof as follows:
§213A.13 Collection Charges. The fees or charges to pay for expenses incurred
in the collection, processing and marketing of solid waste, and yard waste to be collected
between April 1 and November 30 each year, and recyclables shall be:
A. For each single family residence and a dwelling of two (2) or more, the
fees will increase 2.5% each year for 4 years as on the following schedule:
Beginning July 1, 2016 $18.01 per month
Beginning July 1, 2017 $18.46 per month
Beginning July 1, 2018 $18.92 per month
Beginning July 1, 2019 $19.39 per month
Beginning July 1, 2020 $19.88 per month
B. Any multi -family dwelling containing four (4) or more units having a
commercial type of container serviced by a commercial hauler must
follow Waukee Municipal Code provisions relating thereto, covering the
mandating of Recycling at Apartments. A fee of three dollars ($3.00) per
month, per unit, will be billed by and paid to the City.
C. Changes in provisions for fees set out in this ordinance may be made by
resolution of the City Council.
Section 2. Repealer. All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. Severability Clause. If any section, provision or part of this ordinance shall
be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provisions or part thereof not adjudged invalid or
unconstitutional.

Section 4. Effective Date. This ordinance shall be in effect from and after July 1, 2016.
