SYNOPSIS INCLUDING PRO & CON: The bid letting was held at Waukee City Hall on
March 9, 2016, at 2:00 p.m. Three apparent bids were received, with the
low bid submitted by Hawkeye Paving Corporation of Bettendorf, IA, in
the amount of $889,280.00.
This is a joint public improvement project between the Cities of Waukee
and Clive, with Waukee acting as lead agency. The City of Clive must
also approve awarding contract and is scheduled to consider the bids at
their March 24, 2016, regular meeting.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $889,280.00

STAFF REVIEW AND COMMENT: City staff recommends awarding contract to Hawkeye
Paving Corporation of Bettendorf, IA, in the amount of $889,280.00,
pending bid acceptance by the City of Clive.
RECOMMENDATION: Approve the resolution awarding contract to Hawkeye Paving
Corporation of Bettendorf, IA, in the amount of $889,280.00, pending
bid acceptance by the City of Clive.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE NE DOUGLAS PARKWAY
EXTENSION FROM NE ALICES ROAD WEST 560 FEET
WHEREAS, the City has entered an Intergovernmental Agreement with the City
of Clive, Iowa to provide for the joint exercise of their respective powers in connection
with the construction of certain roadway improvements at the intersection of Douglas
Parkway and Alice’s Road; and
WHEREAS, the Cities agreed that the City of Waukee will not enter into a
construction contract until the bids for the improvements have been considered and a bid
accepted by the respective city councils for the City of Clive and the City of Waukee;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE,
STATE OF IOWA:
Section 1. That the following bid for the construction of certain public improvements
described in general as the NE Douglas Parkway Extension From NE Alices Road West 560
Feet, described in the plans and specifications heretofore adopted by this Council on March 14,
2016, be and is hereby accepted, the same being the lowest responsive, responsible bid received
for such work, as follows:

All construction work
Section 2. That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, after receiving confirmation of the
City of Clive’s City Council’s consideration and acceptance of the same bid.
Section 3. That such contract is not binding on the City until approved by this Council.

Dear Mr. Gibson:
The Bid Letting for the referenced Project was held on March 9, 2016 and bids were received from a total
of three (3) different bidders. A summary of the bids is as follows:

Our Engineer’s Opinion of Probable Cost the Total Bid for this project was $1,053,632.00.
Attached please find a detailed Tabulation of Bids for your information.
We have reviewed the lowest responsive bid and bid attachments and everything appears to be in order.
It is recommended that the City of Waukee award contract for this work to Hawkeye Paving Corp., of
Bettendorf, Iowa in the amount of $889,280.00. Appropriate contract documents have been prepared for
signatures and forwarded to the Contractor for City Council award on March 14, 2016.
