SYNOPSIS INCLUDING PRO & CON: The bid letting was held at Waukee City Hall on
February 29, 2016, at 2:00 p.m. One apparent bid was received,
submitted by J&K Contracting of Ames, IA, in the amount of
$948,000.00.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $948,000.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: City staff recommends awarding the contract to J&K
Contracting of Ames, IA, in the amount of $948,000.00.
RECOMMENDATION: Approve the resolution awarding contract to J&K Contracting of
Ames, IA, in the amount of $948,000.00.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE BLUESTEM LIFT STATION #14
IMPROVEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE,
STATE OF IOWA:
Section 1. That the following bid for the construction of certain public improvements
described in general as the Bluestem Lift Station #14 Improvements, described in the plans and
specifications heretofore adopted by this Council on March 7, 2016, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:

Amount of bid:
$948,000.00
Portion of project:
All construction work
Section 2. That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Dear John:
As you are aware, the Bluestem Lift Station project received only one bid and was
substantially over budget. We believe this was due to multiple factors. The estimate
was low, and a great deal of work currently bidding, is creating very little competition.
We advertised the project extensively, had 21 plan holders and were disappointed
we only had one bidder.
McClure reached out to an industry friend to encourage them to submit a bid to the
prime contractor for the directional drilling operations with the expectation of
significant savings. Unfortunately, after the subcontractor and prime bidder were able
to communicate about the work items in detail, they determined the savings would be
nominal and not worth pursuing (less than $10,000).
The prime bidder, J & K Contracting, was able to find some savings from the original
bid and will offer that via change order, if the project is awarded. It is much less than
we were hoping for.
We believe the options for achieving cost savings on the project have been exhausted.
Given the schedule constraints the city has to work with, we recommend you award
the contract at this time, in-lieu of re-bidding the project.
