HomeMy WebLinkAbout2016-04-04-J08 Lot 1 Enterprise Business Park Plat 5_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 4, 2016 AGENDA ITEM: Consideration of approval of a resolution approving site plan for Lot 1 Enterprise Business Park Plat 5 [175 NE Venture Drive] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant, JM Commercial Holdings, LLC, requests approval of a site plan for a self-storage warehouse project. The property is located on the north side of NE Venture Drive near the intersection of NE venture Drive and NE Carefree Lane. In 2015 the applicant constructed the first phase of this project. The site plan identifies a two story 16,875 square foot building that will have conditioned interior storage units. The site plan also identifies a 5,980 square feet building with 15 storage units on the west side of the site. Twenty-three outdoor storage spaces are located within the rear on the property. Significant landscaping has been indicated on the site plan to provide screening and buffering. In addition to the landscaping an opaque fence will be constructed along the rear of the property and a portion of the west side to screen to outdoor storage area. The applicant has provided elevations of the proposed building. Staff has reviewed the elevations and feels they meet the intent of the Site Plan Ordinance. The buildings will look similar to the buildings that were constructed during phase one of the project. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on March 22, 2016 and recommended approval subject to remaining staff comments: Approval of a Site Plan for Lot 1 Enterprise Business Park Plat 5 (175 NE Venture Drive) Waukee City Planner, Melissa DeBoer, introduced the request for approval from the applicant JM Commercial Holdings, LLC for the Storage Masters Site Plan Located in Enterprise Business Park Plat 5 Lot 1. This is the area located on the north side of NE Venture Drive and east of the intersection of NE Venture Drive and NE Carefree Lane. The Subject Property is approximately 2 acres and the applicant proposes to construct more self-storage in conjunction with Lot 2, Storage Masters, to the east. The Project would include the construction of one, single story self-storage building that includes 15 garages measuring 5980 square feet. This project also includes a two story conditioned, self-storage building measuring 16,875 square feet as well as 23 outdoor storage parking stalls measuring 10 x 25 feet each. Access is provided off of NE venture drive and an easement will be provided between the lots on the north side of the two sites. 7 parking stalls are provided south of the two story building including a handicap accessible parking stall, which exceeds the required 2 parking stalls for the area. A loading zone will be provided on the west side of the two story building. As part of the improvements the applicant is required to install a five foot wide sidewalk along NE Venture Drive. The required sidewalk improvements are indicated on the site plan with a 4 foot transition panel on the west side of Lot 1 in order to properly tie in with the existing sidewalk on the adjacent property. In addition, the site plan includes a sidewalk crossing from Lot 1 to the south side of NE Venture Drive. All Utilities have been extended to the subject property during phases of previous platting. Minor service stub extensions will occur, but no significant utility extensions will be necessary. Heating and cooling will be provided to the self-storage units located within the two story building. Storm water detention will be provided with an existing detention facility on the north side of the site. A 40 foot landscape buffer easement is provided on the south and north sides of the lot. The applicant will utilize a mix of over story, ornamental, and evergreen trees in addition to shrubs for new plantings. Existing vegetation will also be utilized to satisfy landscaping requirements. A solid 6 foot tall, PVC privacy fence will be provided along the north and west sides of the outdoor storage area in order to provide screening of the outdoor storage for the residential properties to the north. A 6 foot wrought iron fence will be provided along the perimeter of the site to match Lot 2 to the east. A gate is provided for access at the driveway off of NE Venture Drive. The applicant has provided a photometric plan, material, and color samples for review which meet the City of Waukee Site Plan Ordinance Requirements. • Commissioner Hoifeldt questioned if there was an elevator inside the two story building and City Planner Melissa DeBoer advised that there was an elevator. • Commissioner Streit questioned what would be stored outside in the stalls and Mrs. DeBoer advised that it was mainly for trailers and RVs. • Commissioner Streit questioned how the two story building works operationally. Would customers be storing things themselves, and if there would be an expectation of heavy truck traffic in the area. A representative for the applicant, Pat Shepard, advised that there are several gated entries with 24 hour access and a front security desk. He did not foresee a large increase in heavy truck traffic. Commissioner Streit wished for clarification that this would not be similar to a PODS facility, and Mr. Sheppard advised that all of the units would be stationary. • Commissioner Broderick asked for clarification on access to the unit. Mr. Shepard clarified that it would most likely be just like any other gated unit and utilize a fab or code for access. Commissioner Streit moved to approve the site plan for Lot 1 Enterprise Business Park Plat 5(175 NE Venture Drive), subject to any remaining staff comments and review of all legal documents by a legal attorney. Ayes: Streit, Broderick, Hoifeldt, Shanks, and Schmidt. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: At this time all staff comments have been addressed. Staff recommends approval. The property in question is approximately 2 acres. The applicant, JM Commercial Holdings, LLC, proposes to construct more self-storage in conjunction with Lot 2, Storage Masters, to the east. March 18, 2016 2 of 3 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. Shaded in GRAY is the existing first phase of this self-storage project on Lot 2. PROJECT DESCRIPTION: The proposed project includes the construction of one, single-story, self-storage building that includes 15 garages measuring 5,980 square feet. The project also includes a two-story, conditioned self-storage building measuring 16,875 square feet as well as 23 outdoor storage parking stalls measuring 10’x25’ each. ACCESS AND PARKING: Lot 1 will have its own access off of NE Venture Drive. There will also be a drive access easement between the two lots, located on the north side of the project. The parking area south of the two-story building includes 7 parking spaces with one of those spaces being a handicap accessible space. The total required parking for Lot 1 is two spaces. A loading zone is also provided along the west side of the two-story self-storage building. SIDEWALKS/TRAILS: As a part of the improvements the applicant is required to install a five foot wide sidewalk along NE Venture Drive. The required sidewalk improvements are indicated on the site plan with a 4 foot transition panel on the west side of Lot 1 in order to properly tie-in with the existing sidewalk on the adjacent property. OPEN SPACE AND LANDSCAPING: A 40 foot Landscape Buffer Easement is provided on the south and north sides of the lot. The applicant will utilize a mix of overstory, ornamental, and evergreen trees in addition to shrubs for new plantings. Existing vegetation will also be utilized to satisfy landscaping requirements. Berming on the south side of the property will also be provided. ELEVATIONS: Colored elevations of the proposed mini storage buildings have been provided for your review. The proposed buildings will consist of a mix of metal paneling and manufactured stone. The two-story building is most predominantly made up of the stone material. Material samples will be available at the Planning and Zoning Commission meeting. MISCELLANEOUS: A solid, 6’ tall, PVC privacy fence is provided along the north and west sides of the outdoor storage area in order to provide screening of the outdoor storage for the residential properties to the north. A 6’ wrought iron fence is provided along the perimeter of the site to match Lot 2 to the east. A gate is provided for access at the driveway off of NE Venture Drive. The applicant has provided a photometric plan which meets the City of Waukee Site Plan Ordinance requirements. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments. The property is located between NE Dartmoor Drive and Warrior Lane along NE Venture Drive, directly west of Enterprise Business Park Plat 5 Lot 2. Based upon our review, staff has the following comments related to the site plan: COVER SHEET & GENERAL COMMENTS 1. Please provide a photometric plan for review with manufacturer’s cut sheets as part of the next submittal. Per the City of Waukee Site Plan Ordinance, please revise the photometric plan to include measurements for the entire site, including 2 feet past the property line. Also, please include light fixture details with manufacturer’s cut sheets with the next submittal. Engineers Response: 2. Please provide building elevations as part of the next submittal, which labels the materials, color and dimensions. Please label dimensions for all building elevations, specifically the building height for the 2-story building. Per the City of Waukee Site Plan Ordinance, there shall be 360 architecture and all buildings shall be designed with a consistent level of detail and interest on all sides. Staff suggests adding some stone to the back side of the single-story building to meet this ordinance. Engineers Response: 3. Please provide a materials board with the next submittal. The access gate is required to have a knox switch for public safety access. 8. Staff questions if there is a monument sign proposed with this lot. Verify that all existing easements are labeled with the correct Book and Page numbers. 11. Staff questions if there will be a trash enclosure on this lot. If so, please provide a detail and label the location on the plan set. 12. Staff questions if additional exits may be needed on the two story building due to the size of the building. 13. Please add a note to General Notes stating that the City of Waukee shall not be responsible for the maintenance of any landscaping located within the street easement. 14. Please identify and label the outdoor storage area on the site plan. Due to residential being located to the north of the outdoor storage area, more landscaping shall be provided along the north side of the property in order to screen the outdoor storage from the residential properties. Per the City of Waukee Site Plan Ordinance, an opaque screen shall be provided to adequately screen the storage area from a public street right of way or an adjacent zoning district different from the site. This screen shall be provided along the north side of the parking lot to provide screening of the outdoor storage area for the residential lots to the north. Please provide a detail on the plan set of the PVC fence provided. Engineers Response: 15. Staff questions if there is a proposed office space for this site. If so, please label this space on the plan set. 16. Provide the impervious surface area calculation on the cover sheet. 17. Staff questions what will be stored in the outdoor storage area. SHEET 2 | GRADING AND SWPPP 18. Grading Note #2 should reference the Waukee Standard Specifications for Public Improvements prior to referencing SUDAS. 19. Overflow paths based upon a 100 year storm even should be illustrated on the plan set. 20. On the curb ramp details, provide the percent slopes on both sides of the ramps rather than only down the middle. 21. Provide running ramp grades for the pedestrian crossing at the driveway entrance. 22. Grading Note #15 needs to be revised for updated General Permit #2 topsoil preservation language. 23. Grading Note #18 is no longer required. 24. Provide proposed topsoil stockpile location. 25. Show the final discharge location(s) for stormwater. 26. Provide a downspout connection detail. 27. Staff is concerned if there will be ponding in the intake areas. Please address whether or not this will be an issue. SHEET 3 | UTILITY PLAN 28. Staff questions if the building(s) will be serviced with gas and electrical. Please show how they will be serviced with these utilities on the plan. SHEET 4 | LANDSCAPE PLAN 29. Please show proposed locations of ground mounted mechanical units. Please provide a detail with how the rooftop mechanical units will be screened.
