SYNOPSIS INCLUDING PRO & CON: The project bid letting was held at Waukee City Hall
on April 6, 2016, at 2:00 p.m. Four apparent bids were received, with
the low bid submitted by Joiner Construction Company, Inc., of Plano,
IA, in the amount of $616,248.60 base bid ($703,792.10 with Alternates
#1-3).
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $703,792.10
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: City staff recommends awarding contract to Joiner
Construction Company, Inc., of Plano, IA, in the amount of $703,792.10.
RECOMMENDATION: Approve the resolution awarding contract to Joiner Construction
Company, Inc., of Plano, IA, in the amount of $703,792.10.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE FOX CREEK PARK PHASE ONE
IMPROVEMENT PROJECT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE,
STATE OF IOWA:
Section 1. That the following bid for the construction of certain public improvements
described in general as the Fox Creek Park Phase One Improvement Project, described in the
plans and specifications heretofore adopted by this Council on April 18, 2016, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as
follows:

Portion of project:
All construction work
Section 2. That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the

A Public Bid Opening was held on April 6, 2016 for the Fox Creek Phase
One Parks Improvement Project. A total of four bids were received. A
summary of bids is attached for reference. Bids ranged from $737,521.40
to $809,583.10, including all four add alternates.
Joiner Construction Company, Inc. is the apparent low bidder. As such,
it is our recommendation that the City of Waukee accept Joiner
Construction’s base bid and add alternates 1-3, which totals $703,792.10,
and execute a contract for the project work.
− Base Bid: $616,248.60
− Add Alternate #1: $ 53,900.00
− Add Alternate #2: $ 30,525.00
− Add Alternate #3: $ 3,118.50
