AGENDA ITEM: Consideration of approval of a resolution approving disbursement of
funds to Dallas County Habitat for Humanity related to Low or Moderate
Income Housing projects within the City of Waukee
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: City received a request from the Dallas County
Habitat for Humanity (DCHFH) for $9,000 to fund improvements for
three Waukee homeowners. DCHFH will be funding $2,000 for each of
the home improvements. The property owners’ incomes are less than
60% of the median county income making them eligible for the City’s
Low To Moderate Income (LMI) funds. The City’s bond counsel
advises that the funds can be used for this purpose as long as the DCHFH
verifies that the benefitted property owners qualify as being Low To
Moderate Income. I respectfully recommend City Council approval of a
$9,000 contribution from the LMI fund to the Dallas County Habitat for
Humanity for the three home improvement projects in Waukee.

APPROVING DISBURSEMENT OF FUNDS TO DALLAS COUNTY HABITAT FOR
HUMANITY RELATED TO LOW OR MODERATE INCOME HOUSING PROJECTS
WITHIN THE CITY OF WAUKEE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee has a low and moderate income family housing fund created
under Iowa Code section 403.22(2)(d) (“LMI Fund”); AND,
WHEREAS, Iowa Code section 403.22(2) allows monies held in the LMI Fund to be used to
construct housing for, or provide direct or indirect housing assistance to, “low or moderate
income families” (as defined in Iowa Code section 403.17(14)) anywhere in the City; AND,
WHEREAS, the City has received a request from the Dallas County Habitat for Humanity
(“DCHFH”) for a disbursement from the City’s LMI Fund in the amount of $9,000.00 to be used
by DCHFH to make improvements to three separate homes in the City ($3,000.00 per residence);
AND,
WHEREAS, DCHFH has confirmed that all three of the homeowners qualify as low or
moderate income families under the definition in Iowa Code section 403.17(14), that all three
homes are within the City of Waukee, and all disbursed funds will be used for labor or materials
to make improvements to the identified homes.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
WAUKEE IN THE STATE OF IOWA:
Section 1. The aforementioned request from the Dallas County Habitat for Humanity
satisfies the purposes of Iowa Code section 403.22, and the City Administrator
is directed to make a grant in the amount of $9,000.00 to the DCHFH from the
City’s LMI Fund to be used by the DCHFH to make improvements to three
residences ($3,000.00 per residence) owned by low or moderate income
families within the City of Waukee.
Section 2. The DCHFH shall be responsible for certifying in writing to the City upon
completion of the improvements that the all three of the homeowners qualified
as low or moderate income families under the definition in Iowa Code section
403.17(14), that all three homes were within the City of Waukee, and that all
disbursed funds were used for labor or materials to make improvements to the
identified homes.
Passed by the City Council of the City of Waukee, Iowa, and approved the 2nd day of May, 2016.

Dallas County Habitat for Humanity brings people together to build homes, communities, and hope. We work in
partnership with generous donors, sponsors, and volunteers to preserve homeownership through affordable home repairs
and provide affordable homeownership for qualified low-income families. We are a uniquely local philanthropy welcoming
all to join us in building a better Dallas County and a better world—one where everyone has a decent place to live.
We would like to ask the City of Waukee to help support our Rock the Block ® repair program with $9,000 in
funding that would support three repair projects – aimed at keeping families in their homes, safely and more
affordably.
Rock the Block® is a focused housing outreach approach that provides assistance with needed home repair,
weatherization, and preservation. Rock the Block® leverages and packages available housing resources at the block level
to assist as many residents as possible, creating noticeable change and revitalization. Families who already own their
own homes partner with Dallas County Habitat on Rock the Block® projects so that they may stay in their homes safely
and more affordably in the future.
The three repair projects are located at 840 Collins Drive, 798 Collins Drive, and 728 Dartmoor in Waukee. Each of the
homeowners earn less than 60% of the Median County Income. The $9,000 will directly support the following
improvements which will increase the livability of the homes and create a safer dwelling for the families.

Evaluate roof for replacement
Estimate replacing of all windows (+/- 11)
798 Collins Drive, Waukee
Evaluate roof on front porch for replacement
Replace old failing fridge under weatherization/energy guidelines
Repair failing sub-floor in back bedroom
Evaluate East facing window for replacement
West facing siding repair and skirting as possible
728 Dartmoor, Waukee
Evaluate water heater and furnace for replacement
Potentially remove failing front lean-to based on home owners feedback
Stain and make any necessary repairs to existing deck
