AGENDA ITEM: Consideration of approval of a resolution an Iowa Department of
Transportation Federal Aid Agreement for a Surface Transportation
Program Project [Alice’s Road Phase 4]
FORMAT: Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The City has previously been awarded $1.9
million dollars through the federal surface transportation program for the
Alice’s Road Phase 4 project which extends from University Avenue to
425 feet north of Olson Drive. The project is scheduled to begin
construction in the spring of 2017.
Because of the federal funds involved, the project is required to go
through the Iowa Department of Transportation bidding process and the
funds will be reimbursed to the City by the DOT as the project
construction is completed.
The attached agreement is required to proceed forward with the project.

STAFF REVIEW AND COMMENT: Staff would recommend approval of the Agreement
with the Iowa Department of Transportation.

RESOLUTION 16-
APPROVING THE IOWA DEPARTMENT OF TRANSPORTATION
FEDERAL-AID AGREEMENT FOR THE SURFACE TRANSPORTATION PROGRAM
PROJECT FOR EXPANSION AND IMPROVEMENT OF
SE ALICE’S ROAD FROM SE UNIVERSITY AVENUE TO 425 FEET NORTH OF SE
OLSON DRIVE,
PROJECT NO. STP-U-8177(619)—70-25, AGREEMENT NO. 4-16-STPU-18
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, Iowa Code Sections 306A.7 and 307.44 provide for the Recipient of Federal-aid in
the State of Iowa to enter into an agreement with the Iowa Department of Transportation (IDOT)
for the purpose of financing transportation improvement projects on streets and highways in
Iowa with Federal funds AND,
WHEREAS, the City of Waukee applied for and received Surface Transportation Program
(STP) grants in the amount of $1,900,000 through the Des Moines Area MPO; AND,
WHEREAS, the STP funds, awarded to the City of Waukee, are available for construction,
reconstruction, rehabilitation, resurfacing, restoration and operational improvements to highways
bridges or any public road and are to be administered through IDOT; AND,
WHEREAS, these funds are to be used for the expansion and improvement including PCC
paving on SE Alice’s Road from SE University Avenue to 425 feet north of SE Olson Drive.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
16th day of May 2016 that it hereby approves the Federal-aid Agreement No. 4-16-STPU-18
with the Iowa Department of Transportation for the SE Alice’s Road Paving Project Phase 4.
