SYNOPSIS INCLUDING PRO & CON: The project bid letting was held at Waukee City Hall
on June 1, 2016, at 2:00 p.m. Three apparent bids were received, with
the low bid submitted by Paco Construction, LLC, of Runnells, IA, in the
amount of $201,043.00 for Alternative 1.
Some discrepancies were noted with the low bid, but in consulting with
the City Attorney, those discrepancies should be waived.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $201,043.00

STAFF REVIEW AND COMMENT: City staff recommends awarding contract to Paco
Construction, LLC, of Runnells, IA, in the amount of $201,043.00.
RECOMMENDATION: Approve the resolution awarding contract to Paco Construction, LLC,
of Runnells, IA, in the amount of $201,043.00.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE 2016 ASPHALT OVERLAY PROJECT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE,
STATE OF IOWA:
Section 1. That the following bid for the construction of certain public improvements
described in general as the 2016 Asphalt Overlay Project, described in the plans and
specifications heretofore adopted by this Council on June 6, 2016, be and is hereby accepted, the
same being the lowest responsive, responsible bid received for such work, as follows:

$201,043.00
Portion of project:
All construction work
Section 2. That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

2016 ASPHALT OVERLAY PROJECT
RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Wednesday, June 1, 2016 for the
2016 Asphalt Overlay Project. A total of three bids were received as follows:

The apparent low bid was submitted by Paco Construction, LLC of Runnells, Iowa in the
amount of $201,043.00 for Alternative 1 and in the amount of $225,860.00 for Alternative
2.
Alternative 2 includes an additional block of asphalt overlay on 7th Street between Cherry
and Locust Streets.
There were a few discrepancies in the Paco Construction, LLC bid packet that should be
noted. The Bid Bond was provided on an American Institute of Architects form rather than
the form provided with the bid packet. The official bid proposal form was also in disarray
and out of order but all forms were included. After consulting with the Waukee City
Attorney, Steve Brick, we believe that the informalities should be waived.
Our recommendation is to award the contract for Alternative 1 to Paco Construction, LLC
in the amount of $201,043.00.
