AGENDA ITEM: Consideration of approval of a resolution approving Memorandum of
Understanding and Software Use Policy between Iowa Department of
Transportation and Westcom Agencies
FORMAT: Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The purpose of the MOU between the DOT and
Westcom agencies is to develop and maintain a web services based
portal for the electronic submission of reportable crash report date from
Westcom to the Iowa DOT. The goal is that through the integration of
new technologies, implementing this MOU is intended to improve
highway and public safety data; increase employee efficiency; enhance
employee safety; and maintain accuracy and timely submission of crash
report date to the Iowa DOT.

STAFF REVIEW AND COMMENT: The Waukee Police Department recommends approval
of the Memorandum of Understanding.
RECOMMENDATION: Approve the resolution.

RESOLUTION 16-
APPROVING A MEMORANDUM OF UNDERSTANDING AND SOFTWARE USE
POLICY BETWEEN IOWA DEPARTMENT OF TRANSPORTATION AND
WESTCOM AGENCIES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, a Memorandum of Understanding is proposed between the Iowa Department of
Transportation Motor Vehicle Division and Westcom agencies to develop and maintain a web
services-based portal for the electronic submission of reportable crash report data; AND,
WHEREAS, the Memorandum of Understanding is intended to improve highway and public
safety data, increase employee efficiency, enhance employee safety, and maintain accurate and
timely submissions of crash report data to the Iowa Department of Transportation; AND,
WHEREAS, the Waukee Police Department recommends approval of a Memorandum of
Understanding; AND,
WHEREAS, the City Attorney has reviewed the Memorandum of Understanding and finds it
satisfactory.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
6th day of June, 2016, that it hereby approves a Memorandum of Understanding and Software
Use Policy between Iowa Department of Transportation and Westcom Agencies.
