SYNOPSIS INCLUDING PRO & CON: Sundance, Inc. with property owner G.F. Land Partnership
requests approval of a preliminary plat in order to replat Lots 8 and 9 of
Enterprise Business Park Plat 2. The purpose of the replatting is to combine
the two lots into one 1.13 acre lot for the development of a Taco Bell fast food
restaurant.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on June 28, 2016 and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat for Enterprise Business Park Plat 6
Senior Planner Andy Kass introduced the proposal from the Applicant, Sundance, INC, and GF Land
Partnership, who have entered a request for a preliminary plat, final plat, and site plan approval for the
development of a Taco Bell restaurant. The Subject property is located at the corner of NE Carefree
Lane and Hickman Road. The area is 1.13 acres in area and is currently zoned C-1, Community and
Highway Service Commercial District. The Purpose of platting is to re-plat the two lots, initially
proposed in the 2nd plat of Enterprise Business Park, into one lot. The site plan identifies a 2500 square
foot restaurant with associated drive thru windows and menu boards. The required 39 parking lots are
being provided along with the introduction of some bicycle parking. Utilities will be connected to
existing stubs and there is a proposed 1000 gallon grease trap for the property. Storm water detention
will be directed to a large drain basin that was created during earlier plats of the area just north of NE
Venture Drive. There will be a connection off of the Raccoon River Valley Trail and NE Carefree
lane. The applicant has depicted a 34% open space dedication with the required trees shown on the
property as well as a berm on the east side and the dumpster located on the North West corner. Staff is
comfortable with the elevations utilizing a mix of brick, cement board, glazing, and metal paneling,
and recommend approval subject to remaining staff comments and review of the legal documents by
the city attorney.
Commissioner Streit questioned if any mechanical items would be roof mounted and Mr. Kass advised
that it will need to be screened if any mechanical aspects were roof mounted.
Commissioner Schmidt questioned if the storm water would be draining overland, and Mr. Kass
advised that it would all be piped underground to the existing pond.

subject to remaining staff comments and review of the legal documents by the city attorney. Seconded
by Commissioner Fontenot. Ayes: Nigro, Fontenot, Streit, Hoifeldt, and Schmidt. Nays: None. Motion
Carries.
STAFF REVIEW AND COMMENT: At this time a majority of staff comments have been
addressed. Staff recommends approval subject to remaining staff comments.

APPROVING THE ENTERPRISE BUSINESS PARK PLAT 6 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Enterprise Business Park Plat 6 on June 28, 2016, subject to
remaining staff comments; AND,
WHEREAS, the Preliminary Plat for Enterprise Business Park Plat 6 is in general conformance
with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 5th day of July, 2016, that the Preliminary Plat for Enterprise Business Park Plat 6 be
approved subject to remaining staff comments.

BACKGROUND:
The applicant is requesting approval of a preliminary plat, final plat, and site plan in order to develop a Taco
Bell fast food restaurant. The property is located in the northwest corner of the Hickman Road / NE Carefree
Lane intersection. The subject property was platted as two lots in Enterprise Business Park Plat 2 and the
platting request is to combine the two lots into one lot.

PROJECT DESCRIPTION:
The project involves the construction of an approximately 2,500 square feet Taco Bell restaurant and
associated parking and landscaped areas on property located at the intersection of Hickman Road and NE
Carefree Lane. The property is 1.13 acres in area and is currently configured as two separate lots. The
property is zoned C-1 Community & Highway Service Commercial District which allows for fast food
restaurants with drive-thru windows.
ACCESS AND PARKING:
Ingress and egress to the site will be provided via a driveway off of NE Carefree Lane located on the north
side of the site. The proposed use is required to have 39 parking spaces and the site plan identifies 29 parking
spaces being provided. An additional 5 queuing spaces per drive-thru lane are required for which the site plan
identifies compliance with this requirement. Pedestrian access to the site will be provided from the sidewalk
along NE Carefree Lane or from the proposed connection to the Raccoon River Valley Trail along Hickman
Road. The site plan also identifies bicycle parking spaces on the north side of the building.
UTILITIES:
All utilities have been extended to the site with Enterprise Business Park Plat 2. The applicant will connect t
the existing sanitary sewer and water service stubs. The utility plan identifies a 1,000 gallon grease trap
connected to the wastewater system. Storm water detention will be provided in the existing detention facility
that was constructed as part of the initial phases of Enterprise Business Park. This pond is located north of NE
Venture Drive. Storm water from the site will be directed to this pond.

LANDSCAPING:
The site plan identifies the appropriate number of plantings required by the Landscaping and Open Space
Ordinance. A minimum of 20% open space is required and the plan set identifies 34% open space.
ELEVATIONS:
The proposed apartment buildings will be constructed with brick veneer, fiber cement board, glazing, and
metal paneling. The colored elevations identify the location of a wall mural on the east side of the building and
the propose color scheme of brown, white, and bronze.
STAFF RECOMMENDATION
At this time Staff is comfortable with the preliminary plat/site plan and final plat and would recommend
approval of the preliminary plat/site plan and final plat subject to remaining staff comments and review of all
legal documents by the City Attorney.

elevations at curb ramp near drive-thru. Some spot elevations at curb ramps are not
shown at the bottom corners of ramps. Please move to correct locations. Show slope
information at curb ramps where slope does not match the 1:12 running slope and/or 2%
cross slope indicated. Show cross slope grades on crosswalks through driveway and
parking lot. Show detectable warning panels matching full width of sidewalk.

88. Show spot elevations and slope information for existing trail at the connection points of new sidewalks.
Modify the existing trail if ADA and PROWAG guidelines cannot be met at these locations.
89. Modify northern catch basin invert elevations to provide minimum of 0.1’ of fall through the structure.

FIRE DEPARTMENT COMMENTS
93. Construction sequence - Construction Site Access per 1401.1.1, other than installation of underground
utilities and non-combustible foundations. Access roads to buildings or structures shall be constructed
no further away than 50 feet from the building or structure with the middle of the building or structure
no further than 150 feet from the access road.

access per section 503.

95. Proposed Fire hydrant is within approximate distance from FDC. The hydrant can be moved to center
island as would require less piping and would be easier for our access. We would not be planning on
using the road being the building as it currently is not the required width.

96. Per municipal code of The City of Waukee, two fire apparatus accesses are required for all commercial
properties. At this time, the single access will be allowed since the building has automatic fire sprinklers
and the current site will not allow a second access point. If there is any change to the adjacent property
to the west where would allow the ability for an additional access then it will be required at that time.
