HomeMy WebLinkAbout2016-07-05-J08 Taco Bell_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 5, 2016 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Taco Bell [40 NE Carefree Lane] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Sundance, Inc., is requesting approval of a site plan to develop a Taco Bell restaurant on 1.13 acres located at the intersection of Hickman Road and NE Carefree Lane. The site plan identifies a 2,500 square foot building for a restaurant with a drive-thru lane, trash enclosure, parking areas, landscaping, and utilities. The site plan also identifies a connection to the Raccoon River Valley Trail that runs along Hickman Road, bicycle parking, and an outdoor seating area. Access to the property will be provided via NE Carefree Lane. All utilities were previously extended to the site in Enterprise Business Park Plat 2. Storm water detention will be accommodated in a regional detention pond north of NE Venture Drive. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on June 28, 2016 and recommended approval subject to remaining staff comments. Approval of a Site Plan for Taco Bell [40 NE Carefree Lane] Senior Planner Andy Kass introduced the proposal from the Applicant, Sundance, INC, and GF Land Partnership, who have entered a request for a preliminary plat, final plat, and site plan approval for the development of a Taco Bell restaurant. The Subject property is located at the corner of NE Carefree Lane and Hickman Road. The area is 1.13 acres in area and is currently zoned C-1, Community and Highway Service Commercial District. The Purpose of platting is to re-plat the two lots, initially proposed in the 2nd plat of Enterprise Business Park, into one lot. The site plan identifies a 2500 square foot restaurant with associated drive thru windows and menu boards. The required 39 parking lots are being provided along with the introduction of some bicycle parking. Utilities will be connected to existing stubs and there is a proposed 1000 gallon grease trap for the property. Storm water detention will be directed to a large drain basin that was created during earlier plats of the area just north of NE Venture Drive. There will be a connection off of the Raccoon River Valley Trail and NE Carefree lane. The applicant has depicted a 34% open space dedication with the required trees shown on the property as well as a berm on the east side and the dumpster located on the North West corner. Staff is comfortable with the elevations utilizing a mix of brick, cement board, glazing, and metal paneling, and recommend approval subject to remaining staff comments and review of the legal documents by the city attorney. Commissioner Streit questioned if any mechanical items would be roof mounted and Mr. Kass advised that it will need to be screened if any mechanical aspects were roof mounted. Commissioner Schmidt questioned if the storm water would be draining overland, and Mr. Kass advised that it would all be piped underground to the existing pond. Commissioner Schmidt Moved for Approval of a Site Plan for Taco bell [40 NE Carefree Lane] subject to remaining staff comments and review of the legal documents by the city attorney. Seconded by Commissioner Fontenot. Ayes: Nigro, Fontenot, Streit, Hoifeldt, and Schmidt. Nays: None. Motion Carries. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL AND SUDAS SECTION 9040-2.13. 2.STORM DRAIN INLET PROTECTION SHALL BE PROVIDED FOR ALL NEW AND DOWNSTREAM STORM CATCH BASINS AND CURB INLETS PER THE EROSION CONTROL PLAN. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL AND SUDAS SECTION 9040 2.18. 3.STABILIZATION CONSTRUCTION ENTRANCES SHALL BE PROVIDED AT ALL CONSTRUCTION VEHICLE INGRESS AND EGRESS POINTS. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL AND SUDAS SECTION 9040-2.14. . 4.CHECK DAMS SHALL BE PROVIDED TO REDUCE EROSION IN AREAS OF CONCENTRATED FLOW. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL AND SUDAS SECTION 9040 2.07. 5.DUST CONTROL MEASURES SHALL BE PROVIDED TO REDUCE OR PREVENT THE SURFACE AND AIR TRANSPORT OF DUST DURING CONSTRUCTION. CONTROL MEASURES INCLUDE APPLYING MULCH AND ESTABLISHING VEGETATION, WATER SPRAYING, SURFACE ROUGHENING, APPLYING POLYMERS, SPRAY-ON TACKIFIERS, CHLORIDES, AND BARRIERS. SOME SITES MAY REQUIRE AN APPROACH THAT UTILIZES A COMBINATION OF MEASURES FOR DUST CONTROL. FOLLOW PROCEDURES FOUND IN THE FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL AND SUDAS SECTION 9040 2.15. 6.THE USE, STORAGE, AND DISPOSAL OF CHEMICALS, CEMENT, AND OTHER COMPOUNDS AND MATERIALS USED ON SITE SHALL BE MANAGED DURING THE CONSTRUCTION PERIOD TO PREVENT THEIR TRANSPORT BY RUNOFF INTO WATERS OF THE STATE PER CHAPTER 61 OF THE IOWA ADMINISTRATIVE CODE. 7.CONTRACTOR SHALL PROVIDE AN OPEN AGGREGATE CONCRETE TRUCK WASHOUT AREA ON SITE. WASHOUT SHALL BE LINED WITH PLASTIC AND CONTRACTOR SHALL ENSURE THAT CONCRETE WASHOUT SHALL BE CONTAINED TO THIS DESIGNATED AREA AND NOT BE ALLOWED TO RUN INTO STORM INLETS OR INTO THE OVERLAND STORMWATER DRAINAGE SYSTEM. WASHOUT AREA SHALL BE REMOVED UPON COMPLETION OF CONSTRUCTION. 8.TEMPORARY SITE RESTORATION SHALL BE PROVIDED FOR EXPOSED SOILS WHERE CONSTRUCTION WILL CEASE FOR 21 DAYS. SEEDING SHALL TAKE PLACE BY DAY 14. THIS TEMPORARY SITE RESTORATION REQUIREMENT ALSO APPLIES TO SOIL STOCKPILES. PERMANENT RESTORATION APPLIES TO AREAS WHERE PERENNIAL VEGETATIVE COVER IS NEEDED TO PERMANENTLY STABILIZE AREAS OF EXPOSED SOIL. TOPSOIL, SEED, AND MULCH SHALL BE IN GENERAL CONFORMANCE WITH THE EROSION CONTROL PLAN. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL. ANY SOIL EROSION THAT OCCURS AFTER FINAL GRADING AND/OR FINAL STABILIZATION MUST BE REPAIRED AND THE STABILIZATION WORK REDONE. 9.IF SITE DEWATERING IS REQUIRED TO REMOVE SEDIMENT FROM CONSTRUCTION SITE STORMWATER PRIOR TO DISCHARGING OFF-SITE OR TO WATERS OF THE STATE, FOLLOW PROCEDURES FOUND IN THE EROSION CONTROL PLAN. FOLLOW PROCEDURES FOUND IN THE IOWA CONSTRUCTION SITE EROSION CONTROL MANUAL. 10.ALL OFF-SITE SEDIMENT DEPOSITS OCCURRING AS A RESULT OF CONSTRUCTION WORK OR A STORM EVENT SHALL BE CLEANED UP BY THE END OF EACH WORKING DAY AND PRIOR TO A RAIN EVENT. FLUSHING SHALL NOT BE ALLOWED. G.ALL EROSION CONTROL DEVICES SHALL AT A MINIMUM BE INSPECTED WEEKLY. MAINTENANCE SHALL BE PERFORMED PER THE EROSION CONTROL PLAN.
