CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: July 18, 2016
AGENDA ITEM: Consideration of approval of an ordinance to amend Chapter 208,
Waukee Municipal Code, Regulation of the Licensing, Impounding,
Immunization and Keeping of Dogs, by amending certain sections
pertaining to licensing and immunization [introduction; first, second and
third (final) readings]
FORMAT: Consent Agenda
SYNOPSIS INCLUDING PRO & CON: On March 7, 2016, the Waukee City Council
approved a resolution amending the FY2016-2017 Fee Schedule, which
included fees related to dog and cat licenses. It is necessary to update
Chapter 208 in order to correctly reflect that license fees are set via
resolution, licenses are effective for the calendar year and no longer the
fiscal year, and licenses are processed by the police department.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: City staff considers the ordinance a housekeeping
matter and recommends approval of the first reading of the ordinance in
title only and waiver of the second and third readings. The Code of Iowa
requires a vote of not less than three-fourths of all the members of the
council (or 4 out of 5, in Waukee’s case) in order to waive readings of an
ordinance.
RECOMMENDATION: Introduce the ordinance in title only, approve the first reading in title
only, waive the second and third readings, and place the ordinance on
final passage.
