AGENDA ITEM: Consideration of approval of a resolution approving a final plat for
Kettlestone Ridge Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Jerry’s Homes is requesting approval of a final plat
consisting of 5.52 acres for a total of 14 single family lots. The project is
located within the Kettlestone Ridge subdivision and includes the extension of
SE Willowbrook Drive and SE Red Fern Drive.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on May 24, 2016 and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Kettlestone Ridge Plat 2
Senior Planner Andy Kass stated that the Applicant, Jerry’s Homes Inc., is requesting a Final Plat
approval for a single family residential subdivision. The property is located south of SE Tallgrass Lane
and off of both the East and West sides of SE Willowbrook Drive. The area is approximately 5.52
acres in size made up of 15 single family lots ranging from 9405 to 18,181 square feet in size which
meets all zoning requirements for the R-2 Designation.
SE Willowbrook Drive will be extended to the south and a portion of SE Red Fern Drive will be
extended as well. All Utilities have been installed to the lots and throughout the plat. Storm water
detention will be provided in the South west corner of the overall plat. There will be 5 foot wide
sidewalks extended through the plat. Parkland dedication was addressed in plat 1 and a trail will be
construction that will connect with a future city trail to provide pedestrian and bicycle access to LA
Grant Parkway.
The Staff recommends approval subject to remaining staff comments, completion of public
improvements, and review of the legal documents by the city attorney.
Commissioner Schmidt questioned what direction the storm water drainage would flow. Mr. Kass
advised that the water flows to the south and slightly to the west.
Commissioner Streit commented that an extra cul-de-sac appears on their documents and he wondered
if that was part of the plat. Mr. Kass advised that the extra cul-de-sac was not part of the plat.
Commissioner Hoifeldt questioned if the Bike trail will head east to La Grant and if anything would be
added to the West. Director of Development Services, Brad Deets, advised that the applicant’s portion
of the trail will end with SE Willowbrook Drive which will connect to a city trail project that already
has easements in the area for construction to the east. To the west there is anticipated park ground that
will be added and trails will continue through to connect with the SE Parkview Crossing Trails for
pedestrian and bicycle access.
Commissioner Schmidt moved to approve the Final Plat for Kettlestone Ridge Plat 2 subject to
remaining comments, completion of public improvements, and review of legal documents by the city
attorney. Commissioner Hoifeldt seconded the motion. Ayes: Hoifeldt, Streit, Shanks and Schmidt.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: At this time staff comments related to the final plat have
been addressed and the public improvements have been completed. Staff
would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution

APPROVING THE FINAL PLAT FOR KETTLESTONE RIDGE PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Jerry’s Homes, Inc., has requested final approval of Kettlestone Ridge Plat 2 (the
“Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Plat on May 24, 2016, subject to remaining staff comments and review of the legal
documents; AND,
WHEREAS, the Final Plat for Kettlestone Ridge Plat 2 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa
on this1st day of August, 2016, that the Final Plat for Kettlestone Ridge Plat 2 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Utility Easement;
3. Sanitary Sewer Easement;
4. Storm Sewer Easement;
5. Overland Flowage Easement;
6. Water Main Easement;
7. Storm Sewer and Sanitary Sewer Easement.

BACKGROUND:
The proposed final plat is located south of SE Tallgrass Lane and on the east and west sides of SE
Willowbrook Drive. The applicant, Jerry’s Homes, is currently developing a single family development over
several phases with this plat being the second phase. The final plat includes a total of 14 single family lots. The
first phase of this development included a total of 19 single family lots. The subject property is located within
the Kettlestone development.

Project Description:
Lots:
The final plat includes 14 single family residential lots. The lots range in size from 9,405 square feet to
18,191square feet. The lot frontages range in width from 65 feet to 80 feet. All lots will have the standard 30
foot front and rear setback along with the standard 15 foot (total) side setback.
Streets:
SE Willowbrook Drive has been extended a short distance to the south from Kettlestone Ridge Plat 1. A new
street, SE Red Fern Drive has been constructed as well. Both streets are local streets with 29 foot wide
pavement.
Five foot wide sidewalks will be installed throughout the plat as each lot develops.
Easements:
Several easements are proposed within the plat based upon the location of proposed utilities.
Utilities:
All lots will be served with public utility services. Sanitary sewer for this plat will be extended from Bluestem
Plat 1.

Storm water detention will be provided in the southwest corner of the overall Kettlestone Ridge
development. The outlet for this water is also in the southwest corner.
Parkland Dedication:
Parkland dedication was satisfied with Kettlestone Ridge Plat 1. Parkland was dedicated and the developer will
be installing a trail within the rear yards of lots within Kettlestone Ridge Plat 1. This trail will connect with a
City trail that will be extended to SE L.A. Grant Parkway.
STAFF RECOMMENDATION
At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for
Kettlestone Ridge Plat 2 subject to remaining staff comments, review of the legal documents by the City
Attorney, and completion of public improvements.

RE: Kettlestone Ridge Plat 2 – Final Plat
Dear Mrs. Ollendike:
Per your request, staff has reviewed the proposed final plat for Kettlestone Ridge Plat 2. The property is south
of SE Tallgrass Lane and east and west of SE Willowbrook Drive. Based upon our review, staff has the following
comments related to the project:
FINAL PLAT:
1. Please submit a check for $250 to satisfy the final plat review fee with the next submittal.
2. Label addresses on the final plat. See attached address list.
3. The overland flowage easement should be widened to the 100 year elevation that encroaches onto
Lot 4.
4. Verify that there is an overland flowage easement to accommodate the 100 year flood elevation on
Lot 14 of Kettlestone Ridge Plat 1.
5. Spot elevations identifying the low spots of all overland flowage easements should be indicated on
the plat along with any distances from the closest property line to the spot elevation if the elevation
is not on the property line. In cases where the low point of the swale extends outside of the plat
boundary, elevations should be provided for any low point within 10 feet of the plat boundary and
distance from the plat line indicated. It appears spot elevations are missing on Lot 10.
MISCELLANEOUS COMMENTS:
6. All legal documents related to the final plat must be submitted for staff review prior to forwarding
to the City Council for approval.

7. Checks should be provided to satisfy the following fees:
a. Kettlestone Connection Fee District ($4243.60/acre x 5.52 acres = $23,424.67)
b. Warning Siren Fee ($40.00/acre x 5.52 acres = $220.80)
