HomeMy WebLinkAbout2016-08-01-J06 Glynn Village P10_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 1, 2016 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Glynn Village Plat 10 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Hubbell Metropolitan Development is requesting approval of a final plat for approximately 92.89 acres of property located north of Westown Parkway and south of the existing Glynn Village development. The plat consists of 140 single family lots that are in similar size and width as previous phases of Glynn Village, 1 lot for a neighborhood pool, 4 outlots for future townhome development, and a number of other outlots for greenbelts and storm water detention. This will be the final phase of single family development in Glynn Village. Warrior Lane has been extended from the north to Westown Parkway, SE Baytree Drive has been extended from the Hemingway neighborhood, SE Pembrooke Lane has been extended from the Warrior Ridge neighborhood, and SE Waddell Way has been extended from Glynn Village Plat 8. Additional street improvements that still need to be completed are the extension of Westown Parkway to the west. The applicant is bonding for the improvements to Westown Parkway until the improvements are completed. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on July 26, 2016 and recommended approval subject to remaining staff comments, completion of public improvements, and review of the legal documents by the City Attorney. Approval of a Final Plat for Glynn Village Plat 10 Commissioner Broderick Recuses himself for this discussion due to a conflict of interest. Senior Planner Andy Kass introduced the subject property stating it is located North of Westown Parkway and East of Warrior Ridge. The Applicant, Hubbell Realty Company, is requesting approval for a final plat for a residential development. The Project would include 140 single family lots ranging from 6,992 to 19315 square feet in size, with one of the larger lots to be used for a future pool. 4 out lots off of Warrior Lane will be for future townhome development and storm water detention. All utilities will be extended to all lots with sanitary sewer being provided by the Sugar Creek Lift Station. Several streets will be extended including SE Baytree Drive, Warrior lane, SE Pembrooke lane, and SE Waddell Way, with SE Bailey Circle being a new street for the development. Westown Parkway will be improved to the plat boundary and an eight foot wide trail will be extended on the east side of Warrior Lane trail around the pond in out lot Y and will connect to the trail system in Glynn Village Plat 8. Mr. Kass advised that the Staff recommends approval subject to remaining staff comments, completion of public improvements, and review of the legal documents by the City Attorney. Commissioner Hoifeldt asked for clarification on if the Sugar Creek Lift Station would be one that is being abandoned. Mr. Kass advised that the Hemingway Lift Station is the one being removed as it is currently in a residents’ front yard, but that eventually the WRA Pipe Extension would replace the need for the Sugar Creek Lift station. Commissioner Schmidt moved to approve a Final Plat for Glynn Village Plat 10 Subject to remaining staff comments, completion of public improvements, and review of legal documents, which was seconded by Commissioner Hoifeldt. Ayes: Nigro, Fontenot, Hoifeldt, and Schmidt. Nays: none. Motion carried. STAFF REVIEW AND COMMENT: A majority of staff comments related to the final plat have been addressed and staff would recommend approval subject to remaining staff comments. The final plat includes 140 single family residential lots. The plat will be connected to the existing Glynn Village, Hemingway, and Warrior Ridge subdivisions by way of 4 existing streets: Warrior Lane, SE Waddell Way, SE Baytree Drive, SE Pembrooke Lane. The proposed subdivision is in line with the approved concept plan that was adopted during the most recent Planned Development revision for Glynn Village in 2012. July 22, 2016 2 of 3 ABOVE: Aerial photo of Final Plat outlined RED in relation to the surrounding properties PROJECT DESCRIPTION: LOTS The proposed single-family lots range in size from 6,992 square feet to 19,315 square feet. The lot frontages range in width from 55 feet to 99 feet. The majority of the lots will have a minimum front setback of 20 feet, a minimum side setback of 5 feet, and a minimum rear setback of 10 feet, with the exception of lots along Warrior Lane. Lots along Warrior Lane will have a minimum front yard setback of 30 feet (along the Warrior Lane side only) and the same side and rear yard setback of the other lots in the plat. Four larger lots along Warrior Lane are included with this plat, to be utilized for future townhome development similar to existing townhome developments within Glynn Village. One lot along Warrior Lane is identified for a future pool house that will provide an additional amenity to the Glynn Village residents. This will require separate site plan approval. STREETS Warrior Lane will be extended to the south from its current location to SE Westown Parkway. SE Baytree Drive will be extended a short distance from the western plat boundary of Hemingway Plat 1. SE Waddell Way will be extended throughout the plat from its current location. SE Pembrooke Lane will be extended from the western plat boundary of Warrior Ridge. One new street will be constructed with this plat which is Bailey Circle. July 22, 2016 3 of 3 An 8 foot wide trail will be extended along the east side of Warrior Lane from the north plat boundary to the south plat boundary. EASEMENTS Several easements are proposed within the plat based upon the location of proposed utilities. OUTLOTS Eight outlots are indicated on the plat. Outlots S, T, U, V, W, X, Y and Z are proposed to facilitate open spaces and areas for storm water detention. UTILITIES 8” sanitary sewer and 8” water main will be laid to service the lots. Additionally, sump pump services will be provided in the rear of the lots. Sanitary sewer will be routed to the existing Sugar Creek lift station. The existing lift station within the Hemingway subdivision will be abandoned as part of this project. The property is generally located north of Westown Parkway and west of SE L.A. Grant Parkway. Based upon our review, staff has the following comments related to the final plat: COVER SHEET & GENERAL COMMENTS 1. There appears to by a typo in the final sentence of the legal description “resent”. Engineers Response: 2. Verify that all existing easements have been indicated with recorded book and page numbers and that all proposed easements are indicated. Engineers Response: 3. Note #2 please add that the homeowners association will be responsible for the maintenance of said outlots. Engineers Response: 4.
