Hickman Road] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Central, LLC is requesting approval of a site plan for an approximately 4,900 square foot bank to be located at the southeast corner of Dartmoor Drive and Hickman Road. Access to the site will be provided entirely off of a private street [Laurel Street] which is being developed as a part of the Waukee Central Development. The facility will include drive through services along the east elevation of the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on July 12, 2016 and recommended approval. Approve of a Site Plan for Central Bank (300 E Hickman Road) Commissioner Broderick will abstain from the vote due to a conflict of interest with the applicant. City Planner Melissa DeBoer introduced the request made by the applicant Waukee Central, LLC, for a proposed site plan for a bank on the Subject Property located at the southeast corner of Hickman Road and SE Dartmoor Drive. The property is approximately 1.23 acres in size and would house the proposed 4905 square foot bank including a drive thru with three lands located on the east side of the building. Access to the site will be provided off of the private street located to the south of the site and though a shared ingress/ Egress easement on the east of the site. A total of 15 parking spaces are required for this facility. The total amount of parking proposed is 27 spaces which would include 2 handicap accessible stalls and 3 queuing spaces per drive-thru. Traffic through the parking lot will be two-way traffic with the exception of the east side of the site being one way traffic through the drive-thru lanes. Pavement markings are shown on the site to direct traffic in the proper direction. As part of the improvements, a five foot wide sidewalk will be installed along SE Dartmoor Drive. A five foot side walk will also be installed along SE Laurel Street located on the south side of this site. Sidewalks are planned internal to the site, primarily around the building from the parking areas. The site plan does provide a pedestrian connection from the site to the side walk that will be constructed along the south side of SE Laurel Street. All utilities will be extended to this site during platting and storm water detention will be provided with a dry bottom detention basin located on the north and west sides of the site. A minimum of 20% of the project area is required to be open space. The total project area is 1.23 area and the proposed amount of open space is 35 % of the project area. The applicant pas provided the required amount of plantings per the landscaping ordinance. The building will be constructed mostly of brick and stone, and will consist of an atrium composed of metal paneling and spandrels glass. A trash enclosure is proposed on the southwest corner of the site and the applicant has provided a lighting plan which meets the City of Waukee Site Plan Ordinance requirements.  Commissioner Hoifeldt questioned if the drive-thru lanes violated any ordinances by facing the road. Brad Deets advised that the lanes would not be in violation.  Commissioner Streit questioned if the area would be graded down for the sidewalk. Ryan Hardesty, a representative for the Applicant, advised that they would be cutting off 6 feet from the highest point and adding it to lower graded areas to provide a grading that would mimic the street.  Commissioner Hoifeldt questioned when the construction would be completed on Laurel Street. Mrs. DeBoer advised that it would be done during the initial phase of the project and not on an ‘as developed’ basis. Motion to approve a site plan for Central Bank (300 E. Hickman Road) subject to any remaining staff comments and completion of legal documents was moved by Commissioner Streit Seconded by Commissioner Schmidt. Ayes: Nigro, Fontenot, Streit, Hoifeldt, Shanks, and Schmidt. Nays: none. Abstained: Broderick. Motion carried. The property in question is approximately 1.23 acres. The applicant, Waukee Central, LLC, is requesting approval of a site plan for a bank. July 8, 2016 2 of 3 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. Shaded in GRAY is the proposed dental office to the east. PROJECT DESCRIPTION: The proposed project includes the construction of a 4,905 square foot building to be used for a bank. The bank will include a drive-thru with three lanes located on the east side of the building. ACCESS AND PARKING: Access to the site will be provided off of the private street located to the south of the site. OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space. The total project area is 1.23 acres and the proposed amount of open space is 35% of the project area. The property is located at the southeast corner of SE Dartmoor Dr and Hickman Rd. Based upon our review, staff has the following comments related to the site plan: COVER SHEET & GENERAL COMMENTS 1. Provide project manager contact information on the cover sheet. 2. Label more streets within the vicinity map. 3. Revise “Grading Permit” to “COSESCO Permit” in the second note box in the lower right hand corner on the cover sheet. 4. Include the City of Waukee Standard Specifications prior to SUDAS in the last note box in the lower right hand corner on the cover sheet. Note should reference 2016 edition of SUDAS. 5. Provide the property address on the cover sheet (300 E Hickman Rd). 6. Please provide a materials board with the next submittal. This must be submitted prior to forwarding to Planning and Zoning Commission. 7. Provide details of the wall signage shown on the elevation drawings. Verify all book and page numbers shown are accurate. 11. Staff questions if any septic systems exist on the property. If so, provide a note to abandon and remove per IDNR and Dallas County Environmental Health Department requirements. In addition to the private street label, label the private street shown as SE Laurel St on all sheets. 14. Provide details of the trash enclosure, including elevations, materials, colors, etc. This must be submitted prior to forwarding to Planning and Zoning Commission. 15. Engineers Response: 16. Show the drive-thru on the site plan to reflect what is shown on the elevation drawings with walls and roof. 17. Show the sidewalk along SE Dartmoor Dr on the site plan as being installed with this project. 18. Due to placement of the existing pedestrian crossing on Hickman Road, staff has determined the best connection for the northwestern pedestrian ramp would be to relocate the ramp currently shown going north to have it going to the west, in order to get pedestrians across SE Dartmoor Dr to the existing crossing. Please revise plans to show the new placement of the pedestrian ramp. Engineers Response: 19. Provide a sign easement for the shared monument sign shown on the plan. 20. Add a note stating that any changes proposed to the site plan during construction shall be approved in writing by the City of Waukee Development Services Department. 21. Add a note stating that the contractor is responsible for any changes made during construction that have not been granted approval in writing by the City of Waukee Development Services Department. 22. Show the building setbacks on the site plan. 23. Provide a sidewalk easement for the sidewalk shown on the south side of the site. 24. Provide warning panels for the pedestrian ramps located on the south side of the site. 25. Staff questions how only half of the driveway will be installed with this site. Staff has concerns that if this project and the dentist office project don’t end up getting built at the same time, that the entire portion of the driveway won’t be completed for some time and left unfinished. Please address. 26. Staff questions if the drive thru canopy was included in the overall square footage of the building. If not, please include as this may determine whether or not an FDC is needed. Per the Waukee Fire Department, it does not appear that the canopy is calculated in the overall building square footage. Please confirm that the building gross square footage includes the canopy. 27. Staff questions what the details are for the atrium shown on the elevation drawings. Will this house any offices or be used as a screening for mechanical units? Please address. SHEET 4 | GRADING PLAN 28. Demonstrate grades meet 2% slope in all unpaved areas. 29. Illustrate 100 year flood elevations and overflow routes for the detention areas. 30. Provide pedestrian facility information for ramps (running ramp grades, spot elevations, cross slope, etc.). SHEET 5 | UTILITY PLAN 31. Staff questions who will be installing the pipe shown for the orifice plate located within the detention basin. Please address. 32. Staff questions if gas will be provided to this site. Please address. 33. Separate the water (domestic and fire) on the outside of the building and provide a valve for each after the separation. 34. Label size of pipes for all utilities shown. 35. Show hydrant locations and hydrant radius coverage. Per Waukee Fire Department, with fire- flow requirements and available gpm, two hydrants will be required within 400 feet from all portions of the buildings. Currently a hydrant along SE Laurel Street does meet part of the coverage. An additional hydrant needs to be added on the north side of the building to achieve proper coverage. Per Waukee Fire Department, the proposed hydrant on the site of Central Bank does not provide access when considering normal fire scene operations for Central Bank or for Waukee Dental. Relocated hydrant to north side of site along property line between Waukee Dental and Central Bank. Engineers Response: 36. Label the FDC location. 37. Show where the water on the south side of the site connects to the water main. SHEET 6 | LANDSCAPE PLAN 38. Provide a note stating that substitutions are to be approved in writing by the City of Waukee Development Services Department. 39. Relocate the four Crimson Sentry Maples shown on the south side of the site to the north as they are currently shown in the private street. 40. On note 5, replace “Seed (Type 1)” with “Hydromulch”.
