HomeMy WebLinkAbout2016-08-15-J11 Ashworth North Plat 1 - FP AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 15, 2016 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Ashworth North Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Ashworth Properties, Inc. is requesting approval of a final plat for approximately 65 acres of property located north of Ashworth Road and east of Grand Prairie Parkway. The final plat consists of one 8.22 acre lot and one street lot. The remainder of the property will be platted as an outlot and will need to be replatted in the future as a part of additional development. As a part of the plat, SE Esker Ridge Drive will be extended from Grand Prairie Parkway to serve the one developable lot. The City received a RISE grant from the DOT for a proportion of the costs associated with SE Esker Ridge Drive and is currently preparing construction documents and a bid schedule for its completion. The developer has bonded for the cost of the improvements. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on August 9, 2016 and recommended approval. Approval of a Final Plat for Ashworth Properties North Plat 1 Senior Planner Andy Kass introduced the request by the applicant Ashworth Properties, Llc for the subject property located within the Kettlestone corridor and the west side of Grand Prairie Parkway and north of Ashworth Road. The plat would include one lot 8.22 acres in size intended for office development and one out lot, Out lot Z, 54.76 acres in area intended for future office, commercial, and multi-family residential development. Mr. Kass advised that SE Esker Ridge Drive has been identified on the final plat as a major collector street 37 feet wide with full access and a 70 foot right of way. SE Glacier Trail will also be a major collector street 37 feet wide with a 70 foot right of way. Five foot wide sidewalks will be constructed on both sides of all streets. Mr. Kass explained that several easements are proposed within the plat based upon the location of the proposed utilities and proposed ingress/ egress easements to provide access to the proposed lots. Utilities will be provided to Lot 1 as part of the site improvements with sanitary sewer extended from Grand Prairie Parkway as long SE Esker Ridge Drive and water extended along SE Esker Ridge Drive. Storm water in this plat will be detained in the existing regional detention pond that was constructed by the City of Waukee Located Within Out Lot W of this plat. At this time staff feels comfort able with the proposal and would recommend approval of the final plat for Ashworth Properties North Plat 1 subject to remaining staff comments and review of the legal documents by the City Attorney. As no questions or comments were presented by the Commission or Audience, Commissioner Hoifeldt moved to approve the Final Plat for Ashworth Properties North Plat 1 subject to any remaining staff comments and completion of legal documents, seconded by Commissioner Streit. Ayes: Nigro, Streit, Hoifeldt, Shanks and Schmidt. Nays: none. Motion Carried. Lot 1 is 8.22 acres in area and is intended for office development. Outlot Z is 54.7660 acres in area and is intended for future office, commercial, and multi-family residential development. Streets: SE Esker Ridge Drive has been identified on the final plat at Lot A. SE Esker Ridge Drive is a major collector street that will be a 37 feet wide street with a 70 foot right-of-way and SE Glacier Trail will be a major collector that will be 37 feet wide with a 70 foot right-of-way. The City of Waukee will install this street because the City has received a grant from the Iowa Department of Transportation for the construction of the street. Five foot wide sidewalks will be constructed on both sides of all streets. Easements: Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to easements for utilities the preliminary plat identifies proposed ingress/egress easements to provide access to the proposed lots. Based upon our review, staff has the following comments related to the final plat: FINAL PLAT: 1. Label the address for Lot 1 on the final plat. The assigned address is 2705 Grand Prairie Parkway. Engineers Response: 2. Verify that all existing easements are indicated with recorded book and page numbers. 3. Verify that all proposed easements are indicated. 4. There is a 15 foot PUE indicated along the west lot line of Lot 1. Is this a new easement as there is already an existing 15 foot PUE in the same location. 5. Indicate the recorded book and page numbers for the Parcels 17-94 and 17-95. These should also be added to the legal description. The plat of survey names these parcels 17-93 and 17-94. This should be updated as well. 6. 100 year flood elevations for all detention and sump areas should be indicated and illustrated. 7. The landscape buffer easement should be provided along the entire south plat boundary. 8. Correct margins for zoning district information. 9. Note #3 references Lot 15.
