HomeMy WebLinkAbout2016-08-15-J18 Asst Public Works Director-Engineering Job Description, Pay Grade AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 15, 2016 AGENDA ITEM: Consideration of approval of a resolution approving job description and pay grade [Assistant Director of Public Works, Engineering Division] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Public Works Director and the Human Resource Director recommend the approval of the creation of the position of Assistant Public Works Director – Engineering at Pay Grade 3 on the City of Waukee Non Union FY2017 Compensation Plan. Creation of this position is part of a restructuring of the Public Works Department which will assign the current position of Assistance Public Works Director to the Operations Divisions. This restructuring positions the Public Works Department for continuing growth and maintains a workable span of control for the Director and Assistant Directors. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The Public Works Director, City Administrator, and Human Resource Director recommend the approval of establishing the position and the approval of the job description and pay grade. Public Works Director - Engineering Reports to: Public Work Director Dept/Div: Public Works/Engineering Direct Reports: Engineering Techs, Union Status: Non-Represented Stormwater Coordinator, GIS Coordinator Pay Grade: 3 Stormwater/Eng, Inspector FLSA Status: Exempt – Executive JOB PURPOSE: The Assistant Public Works Director - Engineering ensures that public improvements are constructed in accordance with State laws and accepted engineering standards while minimizing risk to the public as a result of these improvements and that the public’s resources are managed responsibly. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads the Engineering Division staff through selection, orientation, training, performance management and discipline according to standard operating procedures, City policy and departmental rules and regulations. 2. Develops and directs the Engineering Division policies, procedures, regulations, programs, systems, operations, goals and objectives. 3. Oversees the financial aspects of the Engineering Division operations, including accounting for division revenues, approving expenditures, keeping accurate inventory and preparing the annual CIP and budget request. 4. Reviews plans submitted by consulting engineers and utilities to ensure conformance with established requirements. 5. Provides direction, coordination and oversight for the Capital Improvement Program (CIP), development projects, environmental, transportation, and construction or development areas of Public Works for public infrastructure. 6. Ensures that public infrastructure and associated rights-of-way/easements are managed and maintained in accordance with State laws and accepted engineering standards. 7. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. PW Director - Engineer Page 2 Council Approved _______________ Revised________________ QUALIFICATIONS: 1. Bachelor’s Degree in Civil Engineering from an accredited college or university. 2. Minimum of five (5) years of experience in designing, planning and directing engineering projects related to municipal public works projects. 3. Two (2) years of supervisory experience. 4. State of Iowa Professional Engineering (PE) license required or must be able to obtain Iowa license within six (6) months of appointment. 5. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy. 6. Able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 7. Knowledge of federal, state and local codes and regulations governing design and construction of public works projects. 8. Thorough knowledge of engineering information sources and in the application of engineering methods. PHYSICAL REQUIREMENTS: 1. Able to read plans, and observe and evaluate job sites. 2. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public 3. Able to prepare and present accurate and reliable reports containing findings and recommendations. 4. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 5. Able to distinguish sounds to troubleshoot equipment. 6. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 7. Able to sit for long periods of time and to maintain focus on project such as computer screen. 8. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate-controlled office with hazards typical of that environment. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Position requires outdoor work where heat, cold, precipitation and the results of weather and nature may be encountered. 4. May be exposed to dust, noise, and moving machinery causing potentially dangerous conditions. 5. Standard work hours will be Monday – Friday, 7:00 AM – 3:30 PM and position will often include meetings, presentations and events during weekends and evenings. 6. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Works Building. 7.
