HomeMy WebLinkAbout2016-09-06-J07 Painted Woods West Plat 2_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 6, 2016 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Painted Woods West Plat 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Painted Woods Development, LC, is requesting approval of a final plat for approximately 14.97 acres of property located north of Interstate 80, west of Ute Avenue, and adjacent to Painted Woods West Plat 1. The plat consists of 36 single family lots that range in size from 8,845 square feet to 26,413 square feet. All lots meet with minimum lot width requirement of 65 feet. All utilities have been extended throughout the plat. Indian Ridge Drive was extended from the east to the west plat boundary and a new street, Sandstone Pointe, has been extended to provide access to all of the lots. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on May 24, 2016 and recommended approval subject to remaining staff comments, completion of public improvements, and review of the legal documents by the City Attorney. Approval of a Final Plat for Painted Woods West Plat 2 Senior Planner Andy Kass stated that the Applicant, Painted Woods Development LC, was requesting an approval of the Final Plat for a single family residential subdivision. The Property is located North of I-80 and West of R-22 with an approximate size of 14.97 acres in area. It would contain 36 single family lots ranging from 8800 to 26,400 Square Feet in size which complies with the R-2 zoning requirements. Storm water detention will be provided in the pond on Outlot x that is within Plat 1. The current street, Indian Ridge Drive, will extend slightly to the West, and a new local street, Sandstone Point, will be paved with this plat. 5 foot sidewalks will be extended throughout the plat with including a 10 foot wide trail on the North side of Indian Ridge Drive. The required Parkland dedication will be addressed in Plat 3 for the entire development with a trail provided between lots 25 and 26 for pedestrian access. Staff recommends approval subject to remaining staff comments, completion of public improvements, and review of the legal documents by the city attorney. With no additional comments from the staff, commission, or audience, Commissioner Schmidt moved to approve the Final Plat for Painted Woods West Plat 2 pending the remaining comments, completion of public improvements, and review of legal documents by the city attorney. Commissioner Streit seconded the motion. Ayes: Hoifeldt, Streit, Shanks and Schmidt. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: All staff comments related to the plat have been addressed. The first phase was approved in 2015 and included a total of 50 single family lots and a large commercial outlot. This phase includes 36 single family lots. The remaining portion of the development will be developed over the course of one to two more phases. The remaining portion of the development is entirely single family development. Project Description: Lots: The final plat includes 36 single family residential lots. The single family lots range in size from 8,845 square feet to 26,413 square feet. The lots included in the final plat will have a minimum front setback of 30 feet, a minimum side setback of 15 feet (total), and a minimum rear setback of 30 feet. All proposed lots meet the minimum lot width requirement of 65 feet for the R-2 zoning district. Streets: Indian Ridge Drive will be extended a short length in this plat. Indian Ridge drive is a collector street with a 70 foot right-of-way and 31 foot wide pavement. Sandstone Point is a new local street that is under construction that ends in a cul-de-sac on both ends. This is a local street with a 60 foot right-of-way and 29 foot wide pavement. Five foot wide sidewalks will be extended throughout the plat as each lot develops with the exception of a 10 foot wide trail is being installed as part of the plat improvements on the north side of Indian Ridge Drive. Easements: Several easements are provided within the plat based upon the location of proposed utilities. May 19, 2016 3 of 3 Utilities: 8” sanitary sewer and 8” water main have been laid to service the lots within this plat. Sanitary sewer has been extended from Painted Woods West Plat 1. Water main on both ends of the cul-de-sac will be looped with future phases of the development. Storm water from this plat will be routed to the detention facilities located within Outlot “X” of Painted Woods West Plat 1. These ponds are owned and maintained by the Homeowner’s Association. Parkland Dedication As part of the preliminary plat approval for Painted Woods West, parkland dedication will be provided for in the southwest corner of the development. This will be provided for at the time of the third phase of the development. A trail between Lots 25 and 26 has been provided to provide pedestrian access to the parkland. STAFF RECOMMENDATION At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for Painted Woods West Plat 2 subject to remaining staff comments, review of the legal documents by the City Attorney, and completion of public improvements. Spot elevations identifying the low spots of all overland flowage easements should be indicated on the plat along with any distances from the closest property line to the spot elevation if the elevation is not on the property line. In cases where the low point of the swale extends outside of the plat boundary, elevations should be provided for any low point within 10 feet of the plat boundary and distance from the plat line indicated. Provide additional spot elevations in the easement along Lots 8 and 9. Engineers Response: MISCELLANEOUS COMMENTS: 9. All legal documents related to the final plat must be submitted for staff review prior to forwarding to the City Council for approval. Engineers Response: 10. A check will be required to satisfy the warning siren fee and the sanitary sewer connection fee. These amounts will be figured once staff has the total number of acres included in this plat.
