AGENDA ITEM: Consideration of approval of a resolution approving Supplemental
Agreement 1 to Addendum No. 5 with Confluence regarding Kettlestone
Corridor Phase III Planning
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The development agreement between the City of
Waukee and Knapp Properties related to the recently approved office
development contemplates improvements to the City pond and greenbelt
area located north of the site. The proposed improvements are
substantially more then what was previously included in the scope of
services with Confluence for designing and managing the project through
construction.
The proposed Supplemental Agreement 1 defines the new scope along
with the costs associated with preparation of construction documents,
bidding administration and construction administration.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $53,500.00

STAFF REVIEW AND COMMENT: Staff would recommend approval of the resolution.

APPROVING ALICE’S ROAD CORRIDOR (KETTLESTONE) PLANNING/DESIGN
CONTRACT SUPPLEMENTAL SERVICES AGREEMENT 1 TO ADDENDUM NO. 5
TO MASTER AGREEMENT BETWEEN THE CITY OF WAUKEE AND BRIAN
CLARK AND ASSOCIATES, D/B/A CONFLUENCE OF DES MOINES, IA
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on September 3, 2013, the Waukee City Council approved retaining the services of
Confluence of Des Moines, IA, as the planning firm for the Alice’s Road Corridor Project
(Resolution #13-232); AND,
WHEREAS, the City Council has previously approved Addendum No. 2, 3, 4 and 5 for
continued work and phases on the project; AND,
WHEREAS, Phase five of the planning contract built upon phase three and four of the contract
and included further refinement of design documents, bidding and construction management of
the initial corridor enhancements within the Corridor; AND,
WHEREAS, Supplemental Services Agreement 1 to Addendum No. 5 relates to the increased
scope for the design and construction for the initial improvements of the two pond areas located
east of Grand Prairie Parkway including final preparation of construction documents, bidding
administration and construction administration.
WHEREAS, the City Attorney has reviewed the proposed Supplemental Services Agreement 1
to Addendum No. 5 and finds it satisfactory.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of September 2016, that the Alice’s Road Corridor (Kettlestone) Planning/Design
Contract Addendum No. 5 Supplemental Services Agreement 1 to Master Agreement between
the City of Waukee and Brian Clark and Associates, d/b/a Confluence of Des Moines, IA, is
hereby accepted and approved.
