HomeMy WebLinkAbout2016-10-17-J01zBB ICAAP Application_Hickman Rd-Alices Rd intersection AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 17, 2016 AGENDA ITEM: Consideration of approval of a resolution authorizing the City of Waukee, Iowa, to submit an application to the Iowa Department of Transportation’s Iowa Clean Air Attainment Program for funding for the Hickman Road and Alice’s Road Intersection Improvement Project FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Iowa Clean Air Attainment Program application requires a Resolution of support from the City Council. The application will be presented to the MPO in November for approval before it goes the Department of Transpiration for their review. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The City is requesting $750,000. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Proposed Resolution PREPARED BY: Beth Richardson REVIEWED BY: John Gibson PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: THE CITY OF WAUKEE, IOWA RESOLUTION 16- AUTHORIZING THE CITY OF WAUKEE, IOWA TO SUBMIT AN APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION IOWA CLEAN AIR ATTAINMENT PROGRAM FUNDING FOR THE HICKMAN ROAD AND ALICE’S ROAD INTERSECTION IMPROVEMENTS PROJECT IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County; AND, WHEREAS, Fixing America’s Surface Transportation (FAST) Act allows Iowa Department of Transportation to allocate funding to Transportation Alternative program including Iowa Clean Air Attainment Program; AND, WHEREAS, said program allows for funding to be provided to local jurisdictions for eligible transportation project s or programs that will contribute to meeting of National Ambient Air Quality Standards; AND, WHEREAS, the City of Waukee has determined that by providing additional vehicle capacity to the intersection of Alice’s Road through roadway widening will reduce vehicle delay thus reducing vehicle emissions. Increased capacity will be obtained with an additional left turn lane, one through lane, and dedicated right turn lane on each approach of the intersection. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 17th day of October, 2016, that: 1. City Council supports and approves the application for Iowa Clean Air Attainment Program funding. 2. The City Council hereby commits the additional City funds necessary for construction of the project beyond and Iowa Clean Air Attainment Program funding. 3. The City Council hereby commits to accepting and maintaining these improvements. 4.
