HomeMy WebLinkAbout2021-06-30-2031 WATER RATES TO BE CHARGED BY THE WATER WORKS OPERATED BY THE CITY OF WAUKEE, IOWA, AND PROVIDING METHODS OF ENFORCEMENT. §203.1.Purpose. The purpose of this ordinance is to fix water rates and to provide a method for enforcing their collection. §203.2. Water Rates. Water shall be furnished at the following monthly rates per meter within the city limits: A.Beginning July 1, 2020, a minimum monthly bill of $12.79 shall be charged for zero to 1,000 gallons of metered water usage per month. B.Beginning July 1, 2020, water usage in excess of the minimum (1,000 gallons) will be charged at a rate of $8.69 per 1,000 gallons per month. C.Water will not be furnished outside the limits of Waukee without consent of Des Moines Water Works. Water furnished to users outside the city limits of the City of Waukee shall be furnished at the same rate that is charged for water furnished for users within the city limits of the City of Waukee. D.Minimum posting fees for non-paid utilities and minimum fees for installation of water meters on new construction shall be set by resolution of the Council. E.Water Surcharges. A $100.00 surcharge shall be imposed for violations of mandatory water usage policies or restrictions implemented under the Water Conservation Plan. In addition, an additional $5.00 surcharge per 1,000 gallons used in excess of the respective allotments for residential and commercial users pursuant of the water conservation plan. Said surcharges shall be charged to the customer in the next billing cycle. F.Irrigation Water Rates. Beginning July 1, 2020, irrigation water usage will be charged at a rate of one dollar ($1.00) higher per 1,000 gallons per month than the regular domestic meter rated listed in (B) above. Bills for Water service shall be mailed the last weekday of the month. Gas payments shall be due on or before the 20th day of the following month. A late payment penalty shall be assessed equal to 1.5% of the outstanding balance for any payments not received by the first business day following the due date. The City Council may, by resolution, establish rules for the termination of water service to any customer who has become delinquent and fails and remedy said delinquency after reasonable notice. §203.5.Compulsory Meter Check. Every meter shall be removed from service at least one each 10 years and thoroughly tested for accuracy. Any meter found inaccurate beyond a tolerance of two (2%) percent shall not be returned to service until properly adjusted. §203.6.Charges for Breaking Seal or Tampering With Meter. If any water meter of the City of Waukee shall have been tampered with, or if the seal thereon shall have been broken, water service to the premises served by the meter shall be suspended immediately, and shall not again be restored until the owner of the premises shall have paid to the City of Waukee, in addition to any charges for water used and measured and all other charges previously made, the sum of $250.00 as liquidated damages for water used and not measured, together with any costs of the repair and reinstallation of the meter. August 17, 1992 Ordinance 2162 §203.7. Disconnection/Reconnection Policy. Disconnection/Reconnection Policy shall be set by resolution of the City Council of the City of Waukee, and shall remain in full force and effect until amended by the Council. November 6, 2000 Ordinance 2330 §203.8 Payment Responsibility. By obtaining Water service from the Water utility the customer agrees to be bound by the ordinances, resolutions and policies governing the City Water Utility. All customers having service shall be responsible for the payment of Water payments on or before the due date. A legal entity, which does not own the property for which gas service is to be provided, seeking to obtain Water service shall provide a personal guarantor who guarantees the payment of any and all obligations due to the Water Utility relating to the service provided to said entity. November 7, 2005 Ordinance 2548 3 §203.9 Water Conservation Plan. The City Council may establish a Water Conservation Plan by resolution. The City Administrator, or his designee, shall be responsible for implementing said plan and establishing limits, restrictions and other prohibitions there under as may be necessitated by any event that affects the City’s water treatment, storage or delivery capacity. It shall be unlawful to violate the limits, restrictions and/or other prohibitions provided for under a plan so implemented. Anyone violating any of the provisions of this section shall be guilty of a simple misdemeanor, and upon conviction, be subject to a term of imprisonment not exceeding thirty (30) days, and/or a fine not exceeding $500.00.
