WAUKEE CITY COUNCIL MINUTES
July 6, 2021
(A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
(13) Pledge of Allegiance
(C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members
Anna Bergman Pierce (electronically), R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Ben
Sinclair. Absent: None.
Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets,
Public Works Director/City Engineer Rudy Koester, Planning Coordinator Andy Kass, Marketing
& Communications Director Summer Evans, IT Director Son Le, Police Lt. Jeremy Long, Police
Officer Joshua Eastcott, City Clerk Rebecca D. Schuett, City Attorney Steve Brick.
(D) Open Forum — 1) Ben Holthaus, 3255 Ashworth Rd., noted that he had sent documentation to
Mayor Clarke and council members [related to the SE Ashworth Rd. Corridor Improvement
Project] that seemed to point out some inaccuracies. He then stated that the City had promised
to keep people informed but that communication is an ongoing problem. Contractors are doing
a great job but the City is not doing what they should. He noted that he is unsure who to contact
about project issues, suggesting that an organizational chart would be helpful. Mayor Clarke
expressed her sympathy for what has happened to Mr. Holthaus' property, adding that elected
officials and staff continued to monitor and discuss the situation. Mr. Holthaus added that the
issue is that he was told his inconvenience would be for a few days but someone should've
known otherwise. He then noted that the contractors are now better with obeying the noise
ordinance. 2) Jim Strutzenberg, 975 NE Badger Ln., asked the council to review the residential
swimming pool fencing regulations, noting that property owners who want to install a locking
pool cover should be granted an exemption to the fencing requirement. He shared the City of
Urbandale ordinance that addresses such an exemption, adding that pool covers also help with
evaporation and water loss.
(E) Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council
Member Sinclair. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair.
Nays: None. Motion carried 5 — 0.
(F) Monthly Mayor's Report — Mayor Clarke highlighted the FY2021 building permit report. She
thanked the Park Board and Parks & Recreation Department for their work on the Independence
Day celebration. Later in July, the Waukee Area Arts Council presents the annual Arts Festival.
Mayor Clarke then recognized Boy Scouts in attendance.

first reading in title only, waive the second and third readings, and place the ordinance on
final passage; seconded by Council Member Lyon. City Clerk Schuett noted that the recent
adoption of the entire Code of Ordinances included provisions for noise permits in Chapter
52 when those provisions had been repealed by council some years ago. The proposed
