FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
8.52-acre development for the development of a church located north of SE
Westown Parkway and west of SE LA Grant Parkway. The plat identifies one
lot. All public utilities will be provided to the site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on July 13, 2021 and
recommended approval:
Approval of a Final Plat for Waukee United Methodist Church Plat 1
Senior Planner, Melissa DeBoer, introduced the request for approval of a Preliminary Plat,
Final Plat, and Site Plan for a Church building at 2075 SE L.A. Grant Parkway as submitted by the
applicant, Waukee United Methodist Church. The subject property is generally located north of SE
Westown parkway and west of SE LA Grant parkway, containing approximately 8.52 acres.
Mrs. DeBoer advised that the development includes the creation of one lot 8.52 acres in size.
Upon this lot, a church building approximately 13,460 square feet in size and 28 feet at its highest
point will be constructed along with required associated parking. Construction is anticipated to be
complete by September of 2022. The site plan indicates a total of 380 seats interior to the church, as
well as future addition, outbuilding, and garage locations. The future additions to the lot will require
separate site plan approval at the time of development. A trash enclosure is located on the south side of
the site. a five foot wide side walk will be installed along the north side of the site, and private
sidewalks will provide pedestrian connections interior to the site. Public utilities exist to serve the site,
and storm water will be accommodated with the detention basin located along the west side of the site.
All parking, landscaping and open space, elevation, and lighting requirements have been met with the
presented plans.
At this time staff would recommend approval of the proposed preliminary plat, final plat, and
site plan subject to any remaining staff comments.
Commissioner Koshy questioned if there are two monument signs. Mrs. DeBoer advised that
there is only one located along L.A. Grant Parkway. All signage will be approved separately
closer to the time of installation.

Commissioner Streit moved to approve the final plat for Waukee United Methodist Church Plat 1,
subject to any remaining staff comments. The motion was seconded by Commissioner Ward. Ayes:
Streit, Ward, Broderick, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR WAUKEE UNITED METHODIST CHURCH PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Waukee United Methodist Church, has requested final plat approval of Waukee United
Methodist Church Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
July 13, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Waukee United Methodist Church Plat 1 and the documents relating thereto
will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 9th
day of August, 2021, that the Final Plat for Waukee United Methodist Church Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1.Public Utility Easement
2.Public Gas Main Easement; and
3.Private Storm Water Management Facilities Maintenance Easement.

HISTORY
This property has been owned by Waukee United Methodist Church in anticipation of building a new church.
The property has been farmed in the past.
PROJECT DESCRIPTION
Preliminary Plat & Final Plat
The preliminary plat and final plat identify the creation of one (1) lot that is 8.52-acres in area. Lot 1 is
proposed to have a church and associated parking located on it. All required easements are identified on the
preliminary plat and final plat.
Site Plan
The site plan identifies the construction of a 13,460 square foot church building that is proposed to be 28-feet
in height at its highest point. The site plan indicates that there are 380 seats in the building. The site plan also
identifies a future addition, outbuilding and garage. All of these will require a separate site plan approval when
the church is ready for these additions.
A trash enclosure is located on the south side of the site. Construction of the church is planned to begin in
August 2021 with a completion date of September 2022.
ACCESS AND PARKING
There are two accesses into the site. One is located along the north side of the site off of SE Telby Lane and
the other is a shared access located along the south side of the site off of SE LA Grant Parkway.
A total of 95 parking spaces are required for this project (1 parking stall per 4 seats) and a total of 125 spaces
are provided, including 7 accessible parking stalls.
SIDEWALKS/TRAILS
A ten-foot wide trail exists along the west side of SE LA Grant Parkway. A five-foot wide sidewalk will be
installed along the north side of the site. Private sidewalks will also provide pedestrian connections into the
site from both SE Telby Lane and SE LA Grant Parkway.

UTILITIES
All public utilities will be provided to the site. Sanitary sewer and water services will be brought into the site
from SE Telby Lane. Storm water will be accommodated with the detention basin located along the west side
of the site.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 80%.
Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed of precast concrete panels, storefront glazing
and metal awnings.
LIGHTING PLAN
A photometric plan for the site lighting has been submitted and complies with the requirements of the Site
Plan Ordinance.
STAFF RECOMMENDATION
The proposed preliminary plat, final plat and site plan are in general conformance with the Zoning Ordinance,
Subdivision Ordinance and Site Plan Ordinance. Staff recommends approval subject to remaining staff
comments.
