Home My WebLink About2021-08-16-H03B Street Resurfacing, Ashworth Dr and Waco Pl_Award ContractAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 16, 2021 AGENDA ITEM:Consideration of approval of a resolution awarding contract [Street Resurfacing Project, Ashworth Drive and Waco Place] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The Street Resurfacing Project, Ashworth Drive and Waco Place consists of an HMA overlay on Ashworth Drive, from 2nd Street to 4th Street, and HMA paving on Waco Place, from Ashworth Road to Wilson Street. Project items include subgrade preparation and treatment, curb and gutter replacement, ADA curb ramp construction, patching, granular shouldering/surfacing, traffic control, and seeding, fertilizing, and mulching. The City received bids on August 10, 2021 with three (3) contractors submitting bids. Grimes Asphalt and Paving Corp. of Des Moines, IA, submitted the low bid in the amount of $501,932.86 (Base Bid + Alt. B) and $509,851.33 (Base Bid + Alt. A) which is approximately 4% and 6% under the engineer’s estimate of $524,007.28 and $540,858.88 respectively. Alternate A consists of installing an asphalt fiber reinforcement fabric on Ashworth Dr between the milled surface of the existing concrete pavement and the new 2” asphalt overlay. Alternate B consists of performing a crack and seat on Ashworth Dr of the underlying concrete pavement before placing the new 2” asphalt overlay. Staff recommends proceeding forward with the asphalt fiber reinforcement fabric as the engineer and manufacturer have provided data which will stay the reflective cracking typically seen with a thin asphalt overlay on existing concrete pavement by several years. This project is included in the FY 2022-2026 Capital Improvements Plan approved by City Council in March 2021 with a total project budget of $700,000. This project has a substantial completion date of June 1, 2022. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $509,851.33 STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Grimes Asphalt and Paving Corp. of Des Moines, IA for the Base Bid + Alt.
