AGENDA ITEM:Consideration of approval of a resolution authorizing the submittal of a
Resource Enhancement and Protection (REAP) grant application for the
Kettlestone Greenway Improvements Phase 5.
FORMAT:Consent
SYNOPSIS INCLUDING PRO & CON: This project involves a 0.60 mile extension of the
greenway trails system in the Waukee development area known as Kettlestone. The regional greenway
system is an investment that is the heart of Kettlestone and provides support for water quality, wildlife
habitat, recreational trail connectivity and a healthier community. The greenway trail system has had
significant City investment to date and is well used by the community.
The Kettlestone area is approximately 1,700 acres and is divided east and west by Grand Prairie
Parkway (GPP). The first two phases of greenway development have established a trail connection
from the southernmost detention ponds at Esker Ridge Drive and GPP up to the northern most ponds at
SE Westown Parkway. This project will include a pedestrian bridge that will connect the west side of
the pond to the east and then continue up to and along SE Prairie Park Lane eastward to GPP where it
again crosses under and loops up to the 10’ trail along GPP. With this connection in place, the
Kettlestone area trails tie into existing trails that take the user on northward into the rest of the City.
The City proposes to plant native plants and grasses to provide the diversity of edge that supports
habitat for wildlife. Trees selected from the White Oak family; Burr Oaks, Red Oaks and White oaks
will be under planted with ribbons of native grasses and forbs. Riparian plants such as River Birch,
Hackberry, Black Willows, and Dogwoods will be planted in areas that go thru seasonal inundation
during rainier periods of the year. Pockets of pollinator plants will be located within the trail corridor
which will provide educational and interpretive opportunities.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:The grant amount is for
$150,000. The total project cost estimate is $1,107,000.
COMMISSION/BOARD/COMMITTEE COMMENT: The Park Board reviewed this project at
their 8/12/2021 and supports the submittal of the grant application.

ENHANCEMENT AND PROTECTION (REAP) FUND GRANT APPLICATION

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, Waukee City staff recommends applying for REAP grant funding related to the
Kettlestone Greenway Improvements Phase 5 Project.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that it
hereby supports the Resource Enhancement and Protection (REAP) grant application for the
Kettlestone Greenway Improvements Phase 5 Project.
Passed by the City Council of the City of Waukee, Iowa, and approved the 16th day of August,
2021.
