Rose Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Prairie Rose Waukee, LLC, requests approval of a final
plat for 12.46-acres of property located north of NW Gracewood Drive and
west of N. Warrior Lane. The plat includes a total of 33 lots for single-family
residential development. All lots meet or exceed the minimum requirements
of the R-2/PD-1 zoning district. Extensions of streets and utilities have been
completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on July 13, 2021, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Prairie Rose Plat 1
Planning Intern, Eli Wilson, introduced the request for approval of a final plat for a single-
family residential subdivision as submitted by the applicant, Prairie Rose Waukee, LLC. The
subject property is generally located north of NW Gracewood Drive and west of N. Warrior
lane, containing approximately 12.46 acres.
Mr. Wilson advised that the final plat indicates a total of 33 lots ranging in size from 7,300 to
17,000 square feet in size and meeting the requirements of the R-2/PD-1 zoning district bulk
regulations that allow for minimized lot size from the general R-2 Bulk Regulations. NW Pike
Circle, a public street, will provide access through the plat and five-foot sidewalks will be
constructed along both sides of the street as each lot develops. Public utilities are available to
serve the site and storm water detention will be accommodated in a detention basin located in
Outlot Z to be owned and maintained by an association. Parkland dedication totaling 0.75
acres on the west side of the proposed plat satisfies the requirements for the development.
At this time staff would recommend approval for the Final Plat for Ashworth Acres Plat 3
subject to any remaining staff comments, review of the legal documents, and completion of
public improvements.
Commissioner Streit moved to approve the Final plat for Prairie Rose Plat 1 subject to any
remaining staff comments, review of the legal documents, and completion of public

improvements. The motion was seconded by Commissioner Ward. Ayes: Streit, Ward,
Broderick, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Prairie Rose
Plat 1.

APPROVING THE FINAL PLAT FOR PRAIRIE ROSE PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, PRAIRIE ROSE WAUKEE, LLC, has requested final plat approval of Prairie Rose Plat
1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on July 13, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Rose Plat 1 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of August, 2021, that the Final Plat for Prairie Rose Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A & B and Outl0ot Y);
2. Public Sanitary Sewer Easement;
3. Overland Flowage Easement;
4. Public Storm Sewer Easement;
5. Public Utility Easement;
6. Public Trail Easement;
7. Storm Water Management Facility Maintenance Covenant & Permanent Easement
Agreement; and
8. Private Landscape Buffer Easement

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 33 lots for single family residential development. Table 1 below summarizes the bulk
regulations applicable to these lots. All proposed lots meet or exceed the minimum lot width of 55 feet. The lots range
in size from approximately 7,300 square feet to 17,000 square feet.

STREETS AND TRAILS
NW Pike Circle will provide access to the lots and be a public street. Five-foot sidewalks will be installed as each lot
develops.
UTILITIES
All public utilities have been extended throughout the plat. Sanitary sewer is provided from the mains located to the
east. Water main has been extended from the main located along Warrior Lane. One detention basin is located within
Outlot Z in the southwest corner of the plat behind lots 12-14. . The homeowners association will own and maintain
Outlot Z.

Parkland dedication will be satisfied with the dedication of the 0.75-acre parcel on the west side of the proposed plat.
This area is located along the existing drainage way and will be combined with additional parkland dedication provided
with the future phases of the Prairie Rose development.

legal documents, and completion of public improvements.
