[Ute Avenue & Ashworth Road Intersection Improvement Project] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The original agreement was approved by City Council on August 3, 2020 which included the preliminary and final design for widening and partial reconstruction of the Ute Avenue and Ashworth Road intersection to provide adequate through and right/left turn movements. New traffic signalization design is included as part of the project. The project will support the increasing traffic generated by the continued growth and development of the southwest portion of Waukee, including construction of the new Sugar Creek Elementary school. Supplemental Agreement No. 1 was approved by City Council on June 21, 2021. Throughout the course of design, the project has evolved to include scope of work that was not anticipated during the initial contract development. The Consultant attempted to offset the increased cost by efficiencies in other design tasks to maintain current budget. The Consultant was not able to fully offset the increased scope and therefore respectfully requested a supplemental agreement. Supplemental Agreement No. 2 comes after completion of design and bidding services, further coordination took place between City staff and the Hamilton Ridge developer. This coordination resulted in a request to revise a portion of Ashworth Road design from a rural section to an urban section near the west project limits, station 118+36 to station 125+30. An urban section will require re- design of the grading and roadway typical section, revised water main design, added storm sewer and issuance of a design revision to the Contractor. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Amendment No. 2 is for an additional amount not to exceed $26,100.00. This amendment will bring the new contract amount to $471,300.00. [UTE AVENUE & ASHWORTH ROAD INTERSECTION IMPROVEMENT PROJECT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County; AND, WHEREAS, on August 3, 2020 (Resolution #2020-292), the Waukee City Council approved an agreement with Snyder & Associates for Professional Consulting Services related to the Ute Avenue and Ashworth Road Intersection Improvement Project; AND, WHEREAS, on June 21, 2021 (Resolution #2021-274), the Waukee City Council approved a Supplemental Agreement No. 1 with Snyder & Associates for Professional Consulting Services related to the Ute Avenue and Ashworth Road Intersection Improvement Project; AND, WHEREAS, following completion of design and bidding, further coordination took place between City staff and the Hamilton Ridge developer. GENERAL Following completion of design and bidding, it is understood further coordination took place between City staff and the Hamilton Ridge developer. This coordination resulted in a request to revise a portion of Ashworth Road design from a rural section to an urban section near the west project limits, station 118+36 to station 125+30. An urban section will require re-design of the grading and roadway typical section, revised water main design, added storm sewer and issuance of a design revision to the Contractor. Original contract scope of work did not include attendance of periodic construction meetings. It has been requested that the Consultant attend bi-weekly construction meeting throughout the project. This supplemental agreement request covers the additional design and construction service efforts requested. II. DESIGN The Consultant will perform the following tasks related to the re-designed section. A. Revise typical sections to remove granular shoulder, add a 3.5-foot curb and gutter, add subdrain, and revised grading. The trail on the north side was designed to accommodate an ultimate 3-lane section, this trail will remain as-designed, grading between new back of curb and trail will be revised accordingly. B. Update estimated project quantities as required. -2- V:\Projects\2020\120.0783.01\Administration\Agmt_2021-08-13_SA02Scope.docx C. Revise Ashworth Road plan and profile drawings. D. Revise temporary easement areas and create new exhibit, if required. E. Revise staging plans as appropriate. F. Revise geometric, staking and jointing details. G. Revise currently designed and design new storm sewer on Ashworth Road in the revised section. Storm sewer will be designed to accommodate the ultimate 3-lane section with the trunk sewer placed at the appropriate offset. H. Create additional storm sewer design drawings and update tabulation to convey storm sewer design. I. Revise water main profile design within the effected area to maintain 5.5-feet of cover. J. Revise pollution prevention plan drawings as necessary. K. Update the 3D design model and re-display cross sections in the affected area. L. Provide updated CAD files to the Contractor, including 3D surfaces. M. Issue a design revision PDF with changes noted. Individual sheets will be provided as well as a new complete set of drawings. III. CONSTRUCTION SERVICES The Consultant will perform the following tasks related to construction administration. A. Review shop drawings for added storm sewer structures. Eight (8) additional structures are anticipated. B. Attend bi-weekly, on-site construction meeting for the duration of the construction. Scope includes attending 26 regular construction meetings between September 2021 and October 2022. C. Attend a winter 2021 walk through with the Contractor and City staff. Prepare punch-list of items needed to be complete prior to winter shut down. D. Attend a final walk through at construction completion with the Contractor and City staff. Prepare a punch-list of items needed to be complete prior to project acceptance. IV. COMPENSATION In consideration of the professional services provided herein, the City agrees to pay the Consultant the following sum, NOT-TO-EXCEED, including any authorized reimbursable expenses, pursuant to the Schedule of Fees set forth in Attachment 3 of the original agreement.
