Creek Park Project]

SYNOPSIS INCLUDING PRO & CON: The project bid letting was held at Waukee City Hall
on September 8th, 2021 at 2:00 p.m. Three (3) bids were received with
the low base bid plus Alternate A from Concrete Connection LLC. in the
amount of $544,760.00. Alternate A is construction of the trails with
concrete. Alternate B was the option to construct the trails in asphalt.
The bid form included Alternate C (8 Post Top Mounted Luminaire
along the trail). Staff is recommending approval of the base bid plus
Alternate A in the amount of $544,760 and Alternate C in the amount of
$45,800 for a total bid of $590,560.00.
Concrete Connections was the contractor that completed the Trailside
Dog Park Project.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:$590,560.00

RESOLUTION 2021-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE SUGAR CREEK PARK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Sugar Creek Park, described in the plans and specifications heretofore
adopted by this Council on September 20, 2021, be and is hereby accepted, the same being the
lowest responsive, responsible bid received for such work, as follows:
Contractor:Concrete Connection, LLC,of Johnston, IA
Amount of bid:$590,560.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Recommendation of Award
Dear Rebecca Schuett:
At 2:00 PM on September 8th, 2021, bids were received for the Sugar Creek Park. The Engineer’s Estimate for the
Base Bid plus Alternate A of the project was $675,472.50. Three bids were received, all bidders were responsive,
and bids for the Base Bid plus Alternate A are summarized as follows:

Howrey Construction, Inc $812,887.50
The bid received from Concrete Connection LLC was 19.35% below the engineer’s estimate for the project and was
determined to be the lowest responsive bidder. Bolton & Menk, Inc has reviewed the bid documents submitted
and checked references on this bidder and was satisfied with responses given. Due to bids received, Bolton &
Menk, recommends awarding Alternate C as a part of the project.
Therefore, Bolton & Menk, Inc. recommends award of the Sugar Creek Park project to Concrete Connection LLC,
for the Base Bid plus Alternate A and Alternate C for the bid amount of $590,560.00 (Five Hundred Ninety
Thousand Five Hundred Sixty Dollars and Zero Cents).
