AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat
for Prairie Village Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 14.90-acre residential development located north of University
Avenue and west of 6th Street. The plat includes 26 lots for single-family
residential development. All lots meet or exceed the minimum
requirements of the R-2 zoning district. Outlot Z is intended to be
utilized for stormwater management. Plat 1 included extensions of 11th
Street and new street, Prairie Village Drive. In addition, the applicant
will install an asphalt overlay of University Avenue. Future
improvements and/or widening of University Avenue will be constructed
by the City of Waukee. Pursuant to a development agreement, the
applicant in this request will be required to provide fees associated with
future University Avenue costs as the property is developed. All lots
will be served by public utilities.
The total required parkland for the proposed development is 0.51-acres.
Outlot Y is 2.30-acres and is proposed to be dedicated to the City to
satisfy parkland dedication requirements for this plat and portions of
future phases of the development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on August 24,
2021, recommended approval subject to remaining staff comments:

Senior Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat for a
single family residential subdivision as submitted by the applicant, Signature Companies. The
subject property is generally located west of 6th street and north of University Avenue, containing
approximately 14.90 acres.
Mrs. DeBoer explained that the preliminary plat identifies a total of 26 lots intended for single
family development. All lots meet or exceed the R-2 Zoning Bulk Regulations. Out lot Z is
intended to be utilized for Stormwater detention and will be owned and maintained by a

homeowners association. Out lot Y is intended to be dedicated for parkland to the City of
Waukee. Extensions of Prairie Village Drive and 11th Street will be constructed with this plat.
Five –Foot wide sidewalks will be required on both sides of the street extensions as lots develop.
The developer will be required to complete an asphalt overlay of University Avenue as part of the
public improvements. Public Utilities are available to serve the site and landscape buffer
easements have been identified along the lots that are adjacent to University Avenue.
At this time Staff would recommend approval of the preliminary plat for Prairie Village Plat 1
subject to remaining staff comments.
Commissioner Koshy questioned if there was an easement to Access the Park. Jared
Murray, a representative of the applicant, advised that the easement for park access exists
between lots 20 and 21, on the plans there is a more easily identifiable storm sewer
easement in the same location.
Commissioner Streit questioned what the long term plan for University Avenue is.
Director of Development Services, Brad Deets, advised that the developer is obligated to
provide the black top overlay for University Avenue as well as bond for one full lane,
half of the storm sewer and water curb and gutter extensions at the time of full pavement.
Commissioner Inman moved to approve the preliminary plat for Prairie Village Plat 1 subject to
remaining staff comments. Commissioner Ward seconded the motion. Ayes: Streit, Broderick,
Hoifeldt, Ward, Koshy, and Inman. Nays: none. Motion carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Prairie Village
Plat 1.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Prairie Village Plat 1 on August 24, 2021; AND,
WHEREAS, the Preliminary Plat for Prairie Village Plat 1 is in general conformance with
section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 20th day of September, 2021 that the Preliminary Plat for Prairie Village Plat 1 be
approved.

HISTORY
The subject property was recently part of a larger rezoning of 1pproximately 133-acres. The rezoning request was to
rezone portions of the property to R-2, R-3, R-4, and C-1. Plat 1 includes a 14.90-acre area that was zoned R-2 for
single-family residential development.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 26 lots that are intended for single family residential development. All lots meet
or exceed the minimum requirements of the R-2 zoning district. Table 1 below identifies the minimum requirements of
the R-2 District.
Outlot Z shown on the preliminary plat is intended to be utilized for stormwater detention. Outlot Z will be owned and
maintained by the homeowners association. Outlot Y is intended to be dedicated to the City of Waukee for parkland.

STREETS AND TRAIL
The preliminary plat identifies extensions of 11th Street and Prairie Village Drive. In addition, the developer will be
required to complete and asphalt overlay of University Avenue as part of the public improvements.
No trails are planned as part of this portion of the development. Five-foot-wide sidewalks will be installed as each lot is
developed.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary sewer will be
provided via an existing trunk sewer to the east. Water main will be connected to the existing water main located on
the north side of University Avenue. Stormwater detention will be provided on-site within the basin shown on Outlot Z.
PARKLAND DEDICATION
Parkland dedication requirements will apply to the project because of its residential nature. The preliminary plat
identifies Outlot Y as an area to be dedicated to the City of Waukee for parkland dedication. Outlot Y is 2.30-acres in
area and exceeds the required amount of 0.51-acres. The City’s intent for Outlot Y would be to preserve the floodway
and greenbelt corridor.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated
on the lots that are adjacent to University Avenue.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
