HomeMy WebLinkAbout2021-10-04-J04 Ashley Acres Plat 3_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 4, 2021 AGENDA ITEM: Consideration of approval of a resolution approving a Preliminary Plat for Ashley Acres Plat 3 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant, Ashley Acres, LLC, requests approval of a 24.29-acre preliminary plat for a single family residential subdivision. The property is located north of NW Douglas Parkway and east of NW 10th Street. The preliminary plat includes 38 lots. All lots meet or exceed the minimum requirements of the R-2 zoning district. Three public streets are shown being extended through the development. All lots will be served by public utilities. Outlot Z is 6.61-acres in area and is intended to be dedicated to the City to satisfy parkland dedication requirements for Ashley Acres Plat 1, 2, and 3. COMMISSION/BOARD/COMMITTEE COMMENT: The Planning & Zoning Commission reviewed the request at their meeting on September 28, 2021, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat for Ashley Acres Plat 3 Planning Coordinator, Andy Kass, introduced the request for approval of a preliminary plat as made by the applicant, Ashley Acres, LLC, for a single family residential subdivision. The subject property is generally located north of NW Douglas parkway and east of NW 10h Street, containing approximately 24.29 acres. Mr. Kass advised that the preliminary plat identifies a total of 38 lots ranging in size from 9,403 square feet to 26,749 square feet in size and following the Standard R-2 Bulk Zoning Regulations. Outlots U,V,W and X are intended to be future buildable lots, however these Outlots currently include portions of either the 100-year or 500-year flood plain according to the most recent FEMA maps. The applicant will need to submit a petition to FEMA to request a Letter of map Revision prior to building on these lots. Without the revision, the lots will not be buildable. Three public streets are extended for this development, and no public trails are proposed as part of the plat. Public utilities will serve the development and storm water retention is identified within Outlot Y. Approximately 0.82 acres of parkland is identified for dedication to the city within Outlot Z where the lot size total of 6.61 acres satisfies requirements for Plats 1,2, and 3. J4 At this time staff would recommend approval of the preliminary plat for Ashley Acres Plat 3 subject to remaining staff comments.  Commissioner Broderick questioned if the extension of Outlot Z to the north would merge with any future or existing parkland. Mr. Kass advised that the intent is to acquire the area around the drainage way to the north of this development.  Commissioner Hoifeldt questioned about the future of the Outlots in the event that the applicant was denied the request for a map revision. Mr. Kass advised that there could be some re platting of the area to get the most buildable land while still maintaining the required easements, but the areas within the flood plains would be un-buildable. Calling these out now is a protection for instances of change in developer and future owners. Commissioner Inman moved to approve the preliminary plat for Ashley Acres Plat 3 subject to any remaining staff comments. Commissioner Ward seconded the motion. Ayes: Streit, Broderick, Hoifeldt, Inman, Ward, and Conley. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: The applicant has addressed nearly all staff comments. The rezoning request was approved by the Commission and the City Council. Because this portion of the property is adjacent to the Ashley Acres development, the applicant has chosen to add this portion to the Ashley Acres development. PROJECT DESCRIPTION LOTS The preliminary plat identifies a total of 38 lots intended for single-family residential development. The lots range in size from 9,403 square feet to 26,749 square feet. All lots meet the minimum lot width requirement of 65-feet. Outlots U, V, W, and X are all intended to be future buildable lots, however, at this time, include portions of either the 100-year or 500-year floodplain according to the most recent FEMA maps. The applicant intends to submit a petition to FEMA to request a Letter of Map Revision (LOMR) to revise the flood elevations around these outlots. If the LOMR is approved by FEMA, the applicant will be able to plat these outlots as buildable lots. Outlots U, V, W, and X all meet or exceed the minimum requirements of the R-2 district. NW Ashley Circle and NW Red Oak Court will be extensions from the second phase of Ashley Acres. NW Brooks Drive will provide a future outlet from the neighborhood to the north. All streets will be local streets. No public trails are proposed as part of the plat. UTILITIES Public utilities will service the proposed development. The City is in the process of constructing a trunk sewer that will provide sewer access to the development and other developments in the area. Public water main will be extended from the east through the Ashley Acres development. Outlot Y will provide stormwater detention for the subdivision. A homeowners association will be established for the ownership and maintenance of the pond. EASEMENTS All proposed easements have been indicated on the preliminary plat. PARKLAND DEDCIATION Parkland dedication requirements will apply to this development because of its residential nature. The required amount of parkland for Plat 3 is 0.82-acres. Outlot Z is shown in the southwest corner of the development and is 6.61-acres in area. The applicant has proposed to utilize the balance beyond what is required for Plat 3 to apply to the first two phases of the Ashley Acres development. In total 6.59-acres are required for all three phases. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
