HomeMy WebLinkAbout2021-10-04-J09 Courtyards at Parkside Plat 1_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 4, 2021 AGENDA ITEM: Consideration of approval of a resolution approving a Final Plat for Courtyards at Parkside Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant, Courtyards at Parkside, LLC, requests approval of a 6.01-acre final plat for a detached townhome subdivision. The property is located north of NW Douglas Parkway and east of NW 10th Street. The final plat includes 21 lots. All lots meet or exceed the minimum requirements of the R-4/PD-1 zoning district. The lots will be served by private utilities and accessed by a private street. COMMISSION/BOARD/COMMITTEE COMMENT: The Planning & Zoning Commission reviewed the request at their meeting on September 14, 2021, and recommended approval subject to remaining staff comments. Approval of a Final Plat for Courtyards at Parkside Plat 1 Planning Coordinator, Andy Kass, introduced the request for approval of a preliminary plat, final plat, and site plan as submitted by the applicant, Courtyards at Parkside, LLC, for a villa style townhome subdivision. The subject property is generally located north of NW Douglas parkway and east of NW 10th Street containing approximately 6.01 acres more or less. Mr. Kass advised that the project consists of 20 detached townhomes varying in size, and a clubhouse approximately 3,691 square feet in size. The clubhouse will feature a pool and gathering space for residents. Outlot z includes all common areas and the private street. Outlot Y contains the detention pond. Both Outlots Y and Z will be owned and maintained by the homeowners association. Access is provided off of NW Douglas parkway, parking for visitors has been provided in front of the club house. At this time all public utilities will be extended to the site and then privately owned and maintained interior to the site. Parkland dedication totaling 0.29 acres is required. The satisfaction of this requirement is still under discussion between Staff and the Applicant. At this time staff would recommend approval of the preliminary plat, final plat, and site plan for the Courtyards at Parkside Plat 1 subject to any remaining staff comments and review of the legal documents. J9  Commissioner Hoifeldt questioned if this development was owned by the same developer at the Clive project which is of a similar nature. Mr. Kass advised that was correct, this is also an Epcon Project.  Commissioner Koshy questioned what the target audience and price point was. Mr. Kass advised that the website for the development identified active seniors as the target audience with starting base price points of $300,000 dollars.  Commissioner Streit questioned if this was the first portion of this development. Mr. Kass advised that was correct. It is dependent on completion of the City project to extend Douglas. The developer is pushing to have a model unit built as the Clive project is nearing capacity.  Commissioner Koshy questioned if the intent would be to go through the phases of this development rapidly. Mr. Kass advised that it depends on how well the first phase does, but that staff anticipates a second phase by the end of the year. Commissioner Hoifeldt moved to approve the final plat for Courtyard at Parkside, subject to any remaining staff comments. Commissioner Streit seconded the motion. The concept plan for the Courtyards at Parkside that was submitted as part of the rezoning identified a total of 66 villa style detached townhome, however, the adopted planned development allows for additional units in other areas of the project. PROJECT DESCRIPTION The project involves the construction of 20 detached village style townhomes and one (1) clubhouse. Each unit will vary in size depending upon the unit chosen by each buyer. The floor areas of the units range in size from 1,500 square feet to 2,000 square feet or more. All units will be owner-occupied units. The clubhouse is shown to have a 3,691 square feet footprint. The clubhouse will feature a pool and gathering space for residents of the development. The preliminary plat and final plat indicate that the property is to be divided into 21 lots and two (2) outlots. Lots 1 – 20 are the lots intended for the individual units to be built upon. The lots range in size from 3,769 square feet to 4,790 square feet. Lot 21 is the lot that the clubhouse is intended to be building upon. Outlot Z encompasses the common areas including the private street. Outlot Y is where the detention pond is shown to be located. Outlots Y and Z will be owned and maintained by the homeowners association. ACCESS AND PARKING Access to the property is shown to be provided from NW Douglas Parkway to NW Parker Drive. NW Parkier Drive will be a private street. Parking for visitors has been provided in front of the clubhouse. Each unit will have a two-car garage and driveway. UTILITIES Sanitary sewer and water services will be extended to each unit. All utilities will be privately owned and maintained. Stormwater detention will be provided within Outlot Y. September 10, 2021 3 of 3 LANDSCAPING & OPEN SPACE A 30-foot landscape buffer was required along NW Douglas Parkway. The landscape plan identifies the required amount of plantings within the buffer and across the site. PARKLAND DEDICATION A total of 0.29-acres of parkland is required to satisfy parkland dedication requirements. Staff is working with the applicant on how to satisfy this requirement. ELEVATIONS Elevations of the proposed buildings have been provided for review. The proposed materials of the buildings include hard board siding, stone, and brick. LIGHTING PLAN The applicant has provided a lighting plan for the project that meets the Site Plan ordinance requirements. The applicant intends to provide pole mounted lights along the private streets and parking areas. STAFF RECOMMENDATION The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site plan subject to remaining staff comments and review of the legal documents.
