No trash enclosure is proposed as the applicant has indicated they intend to keep trash internal to the building. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the September 14, 2021 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Premiere Dance (870 NE Douglas Parkway) Senior Planner, Melissa DeBoer, introduced the request for approval of a site plan as submitted by the applicant, Galloway Holdings, LLC, for a dance studio. The subject property is generally located south of NE Douglas Parkway and west of NE Alice’s Road, containing approximately 1.92 acres. Mrs. DeBoer advised that the project includes the construction of a single-story building for a dance studio approximately 13,000 square feet in area. The area to the west of the proposed building is identified for a future expansion that would require separate site plan approval. No trash enclosure is proposed on the site as the applicant has indicated they intend to keep trash internal to the building. Two accesses provide entry to the site off of NE Addison Drive and off of NE Douglas Parkway through a shared access. All parking, landscaping, open space, and elevation requirements are met at this time. Staff would recommend approval of the site plan for Premiere Dance subject to remaining staff comments.  Commissioner Hoifeldt questioned if there was street parking allowed on NE Addison Drive. Mrs. DeBoer advised there is street parking allowed on one side of NE Addison Drive.  Commissioner Streit questioned of the expansion would increase the required parking spaces. Mr. Kass advised that there would be some additional parking required. A representative of the applicant, Max Eller of Bishop Engineering, advised that the future expansion space included additional parking area as well. J12 Commissioner Hoifeldt moved to approve the site plan for Premier Dance subject to any remaining staff comments. Commissioner Broderick seconded the Motion. Ayes: Streit, Broderick, Hoifeldt, Inman, Ward, and Conley. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. The daycare never moved forward and the applicant came back in 2018 with a site plan proposal for a carwash. The carwash was denied by both Planning and Zoning Commission and City Council. Now a different applicant is requesting approval of a site plan for a dance studio. PROJECT DESCRIPTION The project includes the construction of a single-story building for a dance studio. The building is proposed to be about 13,000 square feet in area. The site plan shows an area to the west of the proposed building for future expansion. This would require separate site plan approval at the time the applicant is ready for the expansion. No trash enclosure is proposed on the site as the applicant has indicated they intend to keep trash internal to the building. ACCESS AND PARKING There are two accesses into this site from the public streets. One is located on the west of NE Addison Drive and a shared access is located on the north off of NE Douglas Parkway. A total of 51 parking spaces are required for this site. The total amount of parking proposed is 59 spaces including 3 accessible stalls. The proposed site plan meets the parking requirements. The site plan also calls out areas at the south side of the site as future parking; this includes a possibility of 11 spaces if needed at some point in the future. SIDEWALKS/TRAILS Five-foot wide sidewalks will be installed the east side of NE Addison Drive and the south side of NE Douglas Parkway. Sidewalks are proposed interior to the site in order to provide pedestrian connections from the parking lot to the proposed building and around the building. September 24, 2021 3 of 3 UTILITIES This site will be serviced with all public utilities. Water will be brought in from the main located along NE Addison Drive. Sanitary sewer will be brought in from the main located along NE Douglas Parkway. Storm water detention will be provided with a shared detention basin located directly south of this site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 39%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed mostly of masonry, fiber cement siding and glass storefront system. COMPREHENSIVE PLAN The comprehensive plan classifies the subject property as Neighborhood Commercial. The Neighborhood Commercial classification provides a variety of uses that would serve the surrounding neighborhoods and provide day-to-day goods and services for residents. STAFF RECOMMENDATION The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan.
