Proposed Resolution PREPARED BY:Becky Schuett REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I10 THE CITY OF WAUKEE, IOWA RESOLUTION 2021- RESOLUTION FILLING THE ANTICIPATED CITY ADMINISTRATOR POSITION VACANCY IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, City Administrator Tim Moerman has previously announced his intention to retire from his position in the Spring of 2022; AND, WHEREAS, the Mayor and City Council members have evaluated a wide variety of options with regard to filling the vacancy created upon the retirement of Tim Moerman; AND, WHEREAS, the Mayor and City Council members value consistent leadership and management skills in in the City’s current high growth environment, continuation of the organizational culture, demonstrated economic development skills necessary to manage and facilitate the wide variety of high impact projects that will shape Waukee for decades, and demonstrated abilities in building and fostering trusted regional relationships; AND, WHEREAS, the current Assistant City Administrator, Brad Deets, has been employed with the City since 2006 starting in the City Planning Director Position. Thereafter, Mr. Deets became Community Services Director in approximately 2011, and also served as Interim City Administrator from May 2012 through February of 2013. Mr. Deets most recently began serving as the Assistant City Administrator; AND, WHEREAS, since 2006 the City’s population has grown from approximately 10,000 people to a current population estimate of over 26,000 residents. In his various positions, Mr. Deets has been part of the teams involved in the construction of the Grand Prairie Parkway interchange; development of the Kettlestone corridor; development of the community center; city hall renovations; public works facility construction; the Apple Data Center project; Triumph Park and untold numbers of residential and commercial development projects over the 15 years he has been with the City; AND, WHEREAS, Mr. Deets has also been involved in the management of the employees and service capacities of the Development Services Department over his entire career with the City and has demonstrated a high degree of skill in managing his department during this period of exceptional growth within the City; AND, WHEREAS, Mr. Deets has worked closely with Administrator Moerman over the years and as Assistant City Administrator and has demonstrated his ability to work with all of the directors and City staff to assist in achieving the goals and objectives of the City; AND, WHEREAS, the Mayor and City Council members interviewed the Mr. Deets and believe his leadership qualities, his vision for Waukee, his management skill set, his community development experience, institutional knowledge and his presence in the region, make Mr. Deets an excellent candidate for the City Administrator position upon Mr. Moerman’s retirement and provides the greatest likelihood of continued success for the community and the organization; AND, WHEREAS, the Mayor and City Council members wish to make an appointment in a timeframe that ensures that currently vacant key management positions are filled by the time Mr. Deets becomes the City Administrator. NOW, BE IT THEREFORE RESOLVED, by the Waukee City Council that, subject to the negotiation and approval of an employment contract acceptable to the City and Brad Deets, and the official retirement and vacation of the City Administrator’s position by Tim Moerman, that the City Council intends to make the appointment of Brad Deets as City Administrator for the City of Waukee.
