Asst. FLSA Status: Exempt – Executive JOB PURPOSE: The Director of Parks and Recreation holds full responsibility to plan, develop, implement and coordinate the ongoing activities of the Department including leadership for the Golf Course Division, parks and trail system planning and maintenance, recreation and leisure programming, community festivals, and community center management. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads and directs the Parks and Recreation staff through selection, orientation, training, performance management and discipline according to standard operating procedures, City policy and department rules and regulations. 2. Develops and directs the Parks and Recreation Department policies, procedures, regulations, programs, systems, operations goals and objectives. 3. Oversees the financial aspects of the Parks and Recreation Department operations: accounting for department revenues, approving expenditures, keeping accurate inventory and preparing the annual CIP and budget request. 4. Develops long-range plans for park and trail development, structures, improvements and funding. 5. Supervises the maintenance and construction of parks, trails and recreational facilities. 6. Arranges, attends, and supervises Department’s recreational programs, and conducts regular checks of all activities at program sites to monitor staff and assist with problems. 7. Represents the City to the Park Board, attends and participates in various city and civic meetings and presents reports and updates on projects to City Council. 8. Ensures customer complaints are addressed pertaining to all areas of responsibility; investigates causes, takes corrective action as appropriate and maintains records of resolutions. 9. Serves as chief spokesperson for the Parks and Recreation Department. 10. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Utilize high level of conflict resolution skills with staff, community members, elected officials and stakeholders. 8. Uphold the Waukee Parks & Recreation Mission Statement with integrity and professionalism. 9. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. QUALIFICATIONS: 1. Bachelor’s Degree in Recreation, Education, or a related field. 2. Five (5) years of experience with increasing responsibility in a related field. Municipality experience preferred. 3. Four (4) years of experience leading and developing staff and volunteers. 4. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy. 5. Knowledge of the principles and practices associated with parks and recreation planning and leisure time activities including safety precautions associated with parks and recreational activities. 6. Knowledge of relevant local, state and federal regulations regarding parks, recreation programs and golf course management. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, colleagues, elected officials, and the general public. 2. Able to prepare and present accurate and reliable reports containing findings and recommendations. 3. Required to move or lift up to 25 pounds and occasionally lift and/or move up to 50 pounds. 4. Able to walk and stand for long periods of time on different surfaces including walkways, trails, stairs and undeveloped areas. 5. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate-controlled office with hazards typical of that environment. 2. Position requires outdoor work where heat, cold, precipitation and the results of weather and nature may be encountered. 3. Position requires travel within and outside of the City which imposes common travel hazards. 4. Standard work hours must be flexible and include evenings and weekends and will be greater than 40 hours per week for a large percentage of the year. 5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Works Building. 6. The employee in this position is required to reside within a 30 minute radius of the City limits due to the need to respond to emergency calls in a timely manner to protect the health, safety and welfare of the citizens of Waukee.
