AGENDA ITEM: Public hearing on the annexation of consenting property by the City of
Waukee, Iowa [Bormann Property]
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The City of Waukee has previously entered into an
agreement with the City of Clive regarding the need for annexation of certain
properties along Warrior Lane in order to allow for Clive to finalize the
annexation of a strip of the east half of Warrior Lane. The strip of property
has remained within the limits of Dallas County so as not to create an island
for those remaining properties along the west side of Warrior Lane. State
Code specifically states that Cities cannot create islands of remaining property
within the County due to surrounding annexations.
City staff has worked with John and Gail Bormann on specific terms of
annexation related to their property in order to receive their voluntary consent
to annexation of their property. Their property is located directly north of the
Sahu Acres subdivision and directly south of the Ashley Acres subdivision
along the west side of Warrior Lane. The Waukee City Council has
previously approved a Pre-Annexation Agreement on October 4, 2021 with
the Bormann’s which defines the terms of annexation.
Staff is now recommending proceeding forward with the voluntary annexation
of the property. The annexation includes approximately 6.5 acres.

STAFF REVIEW AND COMMENT: The proposed annexation is consistent with agreements
already in place with the City of Clive for annexation of properties along
Warrior Lane.
RECOMMENDATION: Hold the Public Hearing
