Memorandum of Understanding for the Central Iowa Code Consortium
(CICC)

SYNOPSIS INCLUDING PRO & CON: The Central Iowa Code Consortium (CICC)
Executive Committee proposes an updated Memorandum of
Understanding among the participating entities in advance of the 2021
code review cycle. The updated MOU seeks to create a better balance
between building and fire code officials on the Executive Committee,
remove specific codes from the review process that are adopted by the
State of Iowa, streamline the approval process and improve transparency
of the review process.

STAFF REVIEW AND COMMENT: City staff recommends approval of the agreement.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2021-
APPROVING AN UPDATED MEMORANDUM OF UNDERSTANDING FOR THE
CENTRAL IOWA CODE CONSORTIUM (CICC)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on April 6, 2015, the Waukee City Council approved a Memorandum of Understanding
for the Central Iowa Code Consortium (CICC) between and among participating communities related
to standardizing, to the extent possible, the building and fire codes in the participating communities
(Resolution #15-096); AND,
WHEREAS, the CICC has successfully completed code review cycles in 2015 and 2018, and the
CICC Executive Committee now proposes an updated Memorandum of Understanding in advance of
the 2021 code review; AND,
WHEREAS, the updated Memorandum of Understanding seeks to create a better balance between
building and fire code officials on the Executive Committee, remove specific codes from the review
process that are adopted by the State of Iowa, streamline the approval process and improve
transparency of the review process;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that the Updated
Memorandum of Understanding for the Central Iowa Code Consortium (CICC) is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 1st day of November, 2021.
