HomeMy WebLinkAbout2021-11-01-J05 Fox Valley Plat 3_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 4, 2021 AGENDA ITEM: Consideration of approval of a resolution approving a Preliminary Plat for Fox Valley Plat 3 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant, Element 119, requests approval of a 17.86- acre preliminary plat for a single-family residential subdivision. The preliminary plat includes 50 single family lots to be developed and incorporated into the Fox Valley neighborhood. All lots comply with the minimum requirements of the R-2 district. Landscape buffers will be required on lots located south of NW Hillside Boulevard. The preliminary plat identifies 1.31-acres of property to be dedicated to the City for future parkland development. This land will be combined with land that is already planned to be dedicated to the City to the west. All lots will be accessed by public streets and all lots will be served by public utilities. COMMISSION/BOARD/COMMITTEE COMMENT: The Planning & Zoning Commission reviewed the request at their meeting on October 26, 2021, and recommended approval subject to remaining staff comments. Approval of a Preliminary Plat for Fox Valley Plat 3 Planning Coordinator, Andy Kass, introduced the request for approval of a preliminary plat for a single family residential subdivision as submitted by the applicant, Element 119. The subject property is generally located south of NW Meredith Drive and west of N. Warrior Lane, containing approximately 17.86 acres. Mr. Kass advised that the preliminary plat identifies a total of 50 lots that comply with the R-2 (One and Two Family Residential) Bulk Zoning Regulations. Landscape buffers and a 10 foot wide trail are shown along NW Hillside Boulevard and public sidewalks are proposed along all lots. Public utilities are available to serve the proposed development, Stormwater detention and parkland dedication are accommodated for within Outlot Y. At this time staff would recommend approval of the preliminary plat subject to any remaining staff comments. Commissioner Broderick moved to approve a preliminary plat for Fox Valley Plat 3 subject to any remaining staff comments. The motion was seconded by Commissioner Ward. Ayes: Streit, Hoifeldt, Ward, and Broderick. Nays: none. Motion Carried. J5 STAFF REVIEW AND COMMENT: The applicant has addressed nearly all staff comments. The Commission recommended approval of the request to rezone the property from A-1 to R-2. PROJECT DESCRIPTION LOTS The preliminary plat identifies a total of 50 lots that are intended for single family residential development. All lots comply with the minimum requirements of the R-2 zoning district which are included in Table 1 below. Landscape buffers will be required along the lots adjacent to NW Hillside Boulevard. All proposed streets are considered local streets. Five-foot sidewalks will be constructed along all lots. A ten-foot trail will be installed with the plat improvements along all lots that abut NW Hillside Boulevard. UTILITIES Public utilities will service the proposed development. The City is in the process of constructing a trunk sewer that will provide sewer access to the development and other developments in the area. Public water main will be extended from the south through the Ashley Acres development. Outlot Y will provide stormwater detention for the subdivision. A homeowners association will be established for the ownership and maintenance of the ponds. EASEMENTS All proposed easements have been indicated on the preliminary plat. PARKLAND DEDCIATION Parkland dedication requirements will apply to this development because of its residential nature. The required amount of parkland is 0.98-acres. Outlot Y is shown in the southwest corner of the development and is 1.31-acres in area. The total amount required for Plats 1 – 3 is 3.86-acres. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
