HomeMy WebLinkAboutFinance - Accounting Manager Accounting Manager Page 1 Council Approved 1/18/2021 Revised 10-2021, 7-2023 City of Waukee JOB DESCRIPTION Job Title: Accounting Manager Reports to: Finance Director Dept/Div: Finance Direct Reports: Senior Accountant, Payroll Specialist, Pay Grade: N32 Accounting Clerk FLSA Status: Exempt – Executive JOB PURPOSE: Experienced accounting position responsible for coordinating and leading a wide range of financial accounting and reporting activities. Manages Finance Department staff and supports annual functions such as budget and audit preparation. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Provides direct supervision to Finance Department staff in accordance with City policies and applicable laws. Responsibilities include selection, development and training of personnel; planning, assigning, and directing work; appraising performance; addressing complaints, resolving problems and taking appropriate disciplinary action when necessary. 2. Assists with coordination of annual operating budget, CIP budget and budget amendment processes while providing budget estimates, calculations and projections to various departments. 3. Assists in the preparation of Tax Increment Financing (TIF), including management of TIF debt, payment of financial rebate incentives, and state reporting requirements. 4. Prepares and files the Street Finance Report, Annual State Financial Report, Annual TIF Certification Report, and Budget Amendment. 5. Supervises fixed asset accounting and City equipment inventories and develops an overall plan for the financing and replacement of equipment and facilities. 6. Calculates and processes monthly journal entries including sinking funds, personnel and supply reimbursements. 7. Processes new bond sale deposits and tracks semiannual bond payment processing. 8. Coordinates the annual financial audit and audits of compliance issues for federal, state and local laws and regulations. 9. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Ability to read, analyze and clearly interpret professional publications, technical manuals and complex regulations and to communicate these in understandable terms. 2. Thorough knowledge of current municipal, state and federal codes, laws and ordinances as related to finance and generally accepted accounting principles. 3. Extensive knowledge of Microsoft Office as well as considerable experience and ability to adapt to computerized accounting systems. 4. Able to effectively present information and respond to questions from groups of directors, staff, colleagues, elected officials and the general public in a friendly tactful manner. 5. Able to prepare and present accurate and reliable reports containing findings and recommendations. 6. Take action in solving problems while exhibiting judgment and a systematic approach to decision making; identify the important dimensions of a problem, determine potential causes, obtain relevant information and specify alternate solutions that result in effectiveness. 7. Actively support all efforts to increase cooperation, communication and collaboration between and among co-workers, departments, City officials, other jurisdictions, the business community and the general public. 8. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically required in the course of performing specific job duties. 10. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 11. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. QUALIFICATIONS: 1. Bachelor’s Degree in accounting, financial management or closely related field. 2. Three (3) years of work experience in financial management. Municipal experience preferred. 3. Two (2) years of supervisory/leadership experience with increasing responsibility in a related field. 4. Must possess a valid driver’s license and meet the requirements of the City’s motor vehicle policy. 5. Advanced accounting certificate including CPA and/or CPFO preferred. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to sit, stand and move about the office; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms. The employee is required to speak, hear and see in order to share information, receive instructions and complete tasks using a computer screen. The employee must occasionally lift and/or move up to 25 pounds. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Position requires travel within and outside of the City, which imposes common travel hazards. 3. Standard work hours are Monday – Friday 8:00 AM – 5:00 PM and may occasionally include meetings, presentations and events during evenings and weekends. 4.
