SYNOPSIS INCLUDING PRO & CON: The Cities of Clive and Waukee have jointly agreed
to undertake the Hickman Road and Berkshire Parkway/Waco Place Traffic Signalization
Project to install traffic signals at the intersection of Hickman Road and Berkshire
Parkway/Waco Place. Both left turn lanes on Hickman will be lengthened and ADA sidewalk
ramps will also be constructed. With portions of the project to be completed in both cities, a 28E
Agreement has been prepared to identify preliminary costs for each jurisdiction.
The City of Clive received bids for the project on November 2, 2021. Only one responsive bid
was received from Minturn, Inc. in the amount of $673,997.05. The engineer’s estimate of
construction cost was $491,054.15. The bid received represents an almost 40% increase over the
estimated cost. Three other firms submitted bids but did not acknowledge receipt of an addendum
clarifying traffic signalization equipment needs on the project. As a result, these bids were
deemed non-responsive and not considered for the purpose of awarding a contract.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:

STAFF REVIEW AND COMMENT: City of Clive and Waukee staff recommend rejecting the
bid at this time. The intent would be to rebid the project or a modified version of it in early 2022.
RECOMMENDATION: Approve the resolution.

RESOLUTION REJECTING BIDS FOR THE HICKMAN ROAD
(US 6) & BERKSHIRE PKWY/SE WACO PL INTERSECTION
PROJECT
WHEREAS, on the 27th day of September, 2021, plans, specifications, form of contract
and estimate of cost were filed with the Clerk for the construction of certain public
improvements described in general as the Hickman Road (US 6) & Berkshire Pkwy/SE Waco Pl
Intersection Project;
WHEREAS, on September 20, 2021, the Council determined that it was necessary and
advisable to construct certain public improvements described in general as the Hickman Road
(US 6) & Berkshire Pkwy/SE Waco Pl Intersection Project;
WHEREAS, notice of hearing on plans, specifications, form of contract and estimate of
cost for the public improvements was published as required by law;
WHEREAS, on November 2, 2021, the date fixed as the date for receiving bids, all bids
submitted were either defective or exceeded the engineer’s estimate of cost; and
WHEREAS, the Council has determined it is in the best interest of the City to reject all
bids.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WAUKEE, STATE OF IOWA:
Section 1. That all bids received for the construction of certain public improvements
described in general as construction of the Hickman Road (US 6) & Berkshire Pkwy/SE Waco Pl
Intersection Project, be and are hereby rejected.
