AGENDA ITEM:Consideration of approval of a resolution to remove a member of the
Planning and Zoning Commission prior to the expiration of their term
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: La’Cee Conley was appointed to a seat on the
Planning and Zoning Commission for a term expiring January 31, 2025.
However, circumstances have caused Ms. Conley to miss a significant
number of Planning and Zoning Commission meetings since her
appointment (61% of meetings missed/attended only 16 out 41 meetings)
As Ms. Conley has not tendered her resignation from the Commission as
expected, the mayor may remove her for cause and with approval of the
council.

RESOLUTION 2021-
RESOLUTION REMOVING A MEMBER OF THE PLANNING AND ZONING
COMMISSION PRIOR TO THE EXPIRATION OF THEIR TERM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City Planning and Zoning Commission is very active and requires members to
volunteer significant time reviewing material, and participate in frequent commission meetings,
to consider zoning, plats, site plans, the City’s Comprehensive plan, and zoning regulations in
our rapidly growing community; AND,
WHEREAS, La’Cee Conley was appointed to a seat on the Planning and Zoning Commission
on January 31, 2020 for a term expiring January 31, 2025; AND,
WHEREAS, Ms. Conley has significant demands on her time including, but not limited to, her
work and teaching as well as other personal commitments. Ms. Conley has only attended 16 of
the 41 meetings that have occurred since her appointment to the Commission, missing 61% of
the meetings: AND,
WHEREAS, the Mayor has discussed the time commitment necessary to serve on the
Commission and extensive absences with Ms. Conley and Ms. Conley had indicated that she
intended to resign her seat on planning and zoning; AND,
WHEREAS, the Mayor and the Assistant City Administrator have attempted to reach Ms.
Conley via email to confirm her resignation from the Commission and have received no response
as of the date of publishing the agenda as required by law; AND,
WHEREAS, pursuant to Waukee Municipal Code section 166.11(2) (2021) the Mayor does
hereby remove La’Cee Conley from her seat effective November 15, 2021, for cause, subject to
approval of the City Council; AND,
WHEREAS, the City Council does find that sufficient cause exists to remove La’Cee Conley
from the Planning and Zoning Commission.
NOW, BE IT THEREFORE RESOLVED, by the Waukee City Council that it does hereby
approve the Mayor’s removal of La’Cee Conley, for cause, from the Planning and Zoning
Commission effective November 15, 2021.
Passed by the City Council of the City of Waukee, Iowa, and approved this the 15th day of
November, 2021.
