Investments, LLC, requests approval of a site plan for a 13,000 square foot warehouse / office building. The warehouse portion makes up 10,618 square feet of the building and the office portion makes up 2,328 square feet of the building. The open space area at the southeast corner of the site is planned to be used for future expansion, which will require separate site plan approval at that time. A loading dock and trash enclosure are provided on the north side of the building. Outdoor storage is provided at the northwest side of the site. This area will be screened with a 6-foot tall, opaque, PVC privacy fence. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the November 9, 2021 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Home Solutions of Iowa (1225 SE Laurel Street) Senior Planner, Melissa DeBoer introduced the request for approval of a site plan for a warehouse building as submitted by the applicant, J.E.S Investments, LLC. The subject property is generally located north of SE Laurel Street and west of SE Brick Drive, containing approximately 4.77 Acres. Mrs. DeBoer advised that the project includes the construction of a warehouse/office building approximately 13,000 square feet in area, with 10,618 square feet being dedicated to warehouse space. Additionally the open space area to the southeast corner of the site is planned to be used for future expansion which will require separate approval at the time of the expansion. A loading doc is located on the north side of the building and a trash enclosure is also provided on the north side of the building. To the northwest of the building is a site intended for outdoor storage with appropriate screening. A monument sign is shown at the south of the development. I6 Mrs. DeBoer advised there are two accesses into the site off of public streets. Public utilities exist to serve the site, and all parking, landscaping, open space, and elevation requirements have been met at this time. Staff would approve approval of the site plan for Home Solutions of Iowa subject to remaining staff comments. Commissioner Broderick moved to approve the site plan for Home Solutions of Iowa (1225 SE Laurel Street) subject to any remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Inman, Koshy, Broderick, and Hoifeldt. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. In the past, the property has been zoned for townhomes and commercial. In 2019, Home Solutions of Iowa rezoned the property from C-1 (Community and Highway Service Commercial District) / PD-1 (Planned Development Overlay District) to M-1 (Light Industrial District) / PD-1 (Planned Development Overlay District). PROJECT DESCRIPTION The project includes the construction of a warehouse / office building that is about 13,000 square feet in area. The warehouse portion makes up 10,618 square feet of the building and the office portion makes up 2,328 square feet of the building. The open space area at the southeast corner of the site is planned to be used for future expansion. This will require separate site plan approvals at time of expansion. A loading dock will be provided on the north side of the building and a trash enclosure will also be provided on the north side of the building. The site plan shows an area at the northwest side of the site to be used for outdoor storage. This area will be screened with a 6-foot tall, opaque, PVC privacy fence. A monument sign is provided at the south side of the site, at the entrance off of SE Laurel Street. ACCESS AND PARKING There are two accesses into this site from the public streets. One is located on the south off of SE Laurel Street and one is located on the east off of SE Brick Drive. A total of 18 parking spaces are required for this site and the total amount of parking proposed is 18 spaces. The proposed site plan meets the parking requirements. November 5, 2021 3 of 3 SIDEWALKS/TRAILS Five-foot wide sidewalks will be installed along both SE Brick Drive and SE Laurel Street. A pedestrian connection will be provided into the site from the sidewalk along SE Laurel Street. UTILITIES This site will be serviced with all public utilities. Water will be brought in from the main located along SE Brick Drive. Sanitary sewer will be brought in from the main located along SE Laurel Street. Storm water detention will be provided with a detention basin located at the north side of the site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 40%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed mostly of insulated metal panel system, aluminum storefront system, and a standing seam metal roof system. COMPREHENSIVE PLAN The comprehensive plan classifies the subject property as Mixed Use. The overall goal of the Mixed Use classification is to better tie together different land uses within an area and avoid the strict separation of land uses common in traditional suburban development patterns. Mixed Use is also used as a way to respond in a more flexible manner to market demands, while retaining the ability to shape the form and character of future development. STAFF RECOMMENDATION The site plan is in general conformance with the Site Plan Ordinance, Comprehensive Plan and Williams Pointe North Planned Development Ordinance.
