Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Central, LLC, requests approval of a site plan for a 15,807 square foot multi-tenant retail building. The property is 2.20-acres in area and is located south of E. Hickman Road and west of SE Westgate Drive. The proposed building will have a 10,500 square foot dental office and the remaining 5,307 square feet are intended to be utilized as a restaurant space with a drive-thru window on the east side of the building. Access to the site will be provided from SE Laurel Street. A total of 112 parking spaces are required. The site plan identifies 114 parking spaces. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the November 9, 2021 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Hickman Retail (400 E. Hickman Rd.) Planning Coordinator, Andy Kass, introduced the request for approval of a site plan for a multi-tenant commercial building as submitted by the applicant Waukee Central, LLC. The subject property is generally located south of E. Hickman Road and west of SE Westgate Drive, containing approximately 2.20 acres. Mr. Kass advised the site plan identifies the construction of a building approximately 15,807 square feet in size with 10,500 square feet dedicated to a dental office and the remaining 5,307 square feet for a restaurant space with a drive-thru window on the east side of the building. Two trash enclosures are shown on the south side of the building. Access to the site is provided from SE Laurel Street with additional access points the SE Laurel Street provided. Public utilities exist to extend to the site, and Stormwater detention will be provided via an underground detention system. All landscaping, open space, lighting and elevation requirements have been met at this time. Staff would recommend approval for the Site Plan for Hickman Retail subject to any remaining staff comments. I7  Commissioner Koshy questioned if there were monument signs. Mr. Kass advised there were two indicated on the site plan. Commissioner Hoifeldt moved to approve the site plan for Hickman Retail subject to any remaining staff comments. Commissioner Ward seconded the motion. Ayes: Inman, Koshy, Broderick, Hoifeldt, and Ward. Nays: none. Motion Carried. The building is proposed to have a 10,500 square feet dental office and a 5,307 square feet restaurant space with a drive-thru window. The drive-thru window is proposed on the east sit of the building. Two trash enclosures are shown south of the building within the parking lot. ACCESS AND PARKING Access to the site will be provided from SE Laurel Street. Additional access points to SE Laurel are provided through cross access easements on adjoining properties. A total of 112 parking spaces are required and the site plan indicates a total of 114 parking spaces. SIDEWALKS/TRAILS A five-foot wide sidewalk will be extended along the north side of SE Laurel Street. In addition, a sidewalk connection to the sidewalk along SE Laurel Street is shown into the parking lot for the site. UTILITIES Utilities were extended to the lot as part of the plat improvements for Waukee Central Plat 1. Stormwater detention will be provided via an underground detention system. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 23%. The applicant has provided the required amount of plantings per the landscaping ordinance. LIGHTING PLAN A lighting plan has been provided for the site lighting. All fixtures and lighting levels meet the requirements of the Site Plan Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed primarily of stone, Nichiha cement siding, aluminum composite panels, and glass. All proposed materials are allowed by the Site Plan Ordinance.
