Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman Pierce, Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: Council Member R. Charles Bottenberg. (Council Member Bottenberg arrived at 5:37 p.m.) Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets, Assistant Public Works Director of Engineering Sara Kappos, Finance Director Linda Burkhart, Economic Development Coordinator Jennifer Brown, Parks & Recreation Director Matt Jermier, IT Director Son Le, Fire Chief Clint Robinson (electronically), Police Lt. Jeremy Long, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bergman Pierce, Crone, Lyon, Sinclair. Nays: None. Absent: Bottenberg. Motion carried 4 — 0 — 1. D. Work Session: 1) 2022 State legislative session preview — Doug Struyk and Jim Carney with Carney & Appleby presented on recent statewide redistricting and on legislation anticipated to be proposed during the upcoming session. (Council Member Bottenberg arrived at 5:37 p.m.) 2) Waukee election precinct updates — Assistant City Administrator Deets reviewed the criteria for and process of updating election precincts, then recommended the creation of 10 total precincts. 3) FY2021-2022 Strategic Plan: Comprehensive Long -Term Technology Plan review — IT Director Le discussed IT organizational chart changes; analyses of IT strengths, weaknesses, opportunities and threats; areas of focus; guiding principles and next steps. 4) IEDA Certified Sites Program — Economic Development Coordinator Brown reviewed the state program process and approval timeline. 5) NE Dartmoor Drive/NE Douglas Parkway traffic study — Assistant Public Works Director of Engineering Kappos stated that the recent traffic study identified two Douglas Pkwy. intersections (NE Dartmoor Dr. and NE Owl Ridge Dr.) as locations for pedestrian -activated crossing signals. 6) SE Waco Place traffic strategy — Assistant Public Works Director of Engineering Kappos reviewed plans to remove on -street parking, install dynamic speed feedback signage, and install a 4-way stop at SE Waco PI./SE Olson Dr. Mayor Clarke asked about a request from area residents to also install a 4-way stop at SE Waco PI./SE Laurel St.; after some discussion, the council agreed to wait on additional requested changes until the results of the traffic calming measures proposed by City staff were known. 7) FY2021-2022 Strategic Plan: Sustainability Plan discussion — Mayor Clarke asked to table the discussion until the December work session. 8) FY2021-2022 Strategic Plan: Gas hedging strategy update —Assistant Public Works Director of Engineering Kappos updated the council on current market pricing. 9) Douglas Parkway Paving Project professional services agreement — Assistant Public Works Director of Engineering Kappos reviewed the proposed project area, construction timeline and budget estimate. 10) Douglas Parkway/N. Warrior Lane Traffic Signalization professional services agreement — Assistant Public Works Director of Engineering Kappos reviewed the proposed project area, construction timeline and budget estimate. 11) Meredith Drive Overlay professional services agreement — Assistant Public Works Director of Engineering Kappos reviewed the proposed project area, construction timeline and budget estimate. 12) Road and infrastructure project updates — Assistant Public Works Director of Engineering Kappos provided an update on various projects under construction. 13) Bird Scooter program discussion — Parks & Recreation Director Jermier discussed a proposed pilot program for e-scooters in the community, including concerns, a potential launch date, and needed ordinance revisions. 14) Swimming pool fencing requirements — Assistant City Administrator Deets reminded the council of a resident request for the allowance of automatic pool covers in lieu of fencing. Mr. Deets had discussed the request with some area insurance agents, who stated that their policies would still require a fence, with or without a pool cover. Mayor Clarke stated that she also spoke with insurance providers, who stated their coverage would vary on a case - by -case basis. After some discussion, the council agreed to maintain the City's current fencing requirements. E. Council Liaison Reports F.
