AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 6, City Elections, by
repealing Section 6.07, Voting Precincts and enacting new election precincts
as specified
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: Following the federal decennial census, and after the
redistricting of congressional and legislative districts, city councils are
required to complete any changes in precinct districts. The official 2020
Census for the City of Waukee was 23,940.
The City currently has six voting precincts. Voting precincts are limited in
size to no greater than 3,500 residents per voting district. Because of the
City’s high rate of growth, staff has recommended establishing ten voting
precincts to accommodate new development anticipated over the next ten
years.
Additionally, Dallas County has requested the City of Waukee incorporate
portions of Boone, Van Meter and Walnut Township adjacent to the Waukee
City limits which are no longer contiguous with the rest of those individual
townships. A separate request has been made to incorporate a small portion of
the City of Clive which is not contiguous to the other portions of the City of
Clive located within Dallas County.
The maximum population within any one precinct cannot exceed 3,500.
Precinct districts must be assembled utilizing Census blocks and staff has
prepared the proposed precincts utilizing collector roadways and above to
establish the individual precincts.
A map has been included which identifies the boundaries of the ten proposed
precincts. The population counts within each district are as follows:
District 1: 2,375 District 6: 2,362
District 2: 2,369 District 7: 2,423
District 3: 2,309 District 8: 2,643
District 4: 2,438 District 9: 2,236
District 5: 2,508 District 10: 2,533

STAFF REVIEW AND COMMENT: Staff believes the proposed districts that have been prepared
provide for a balance throughout the community as well as well allow for
anticipated growth within each precinct over the next ten years.
RECOMMENDATION: Hold the Public Hearing
