CITY OF WAUKEE, IOWA
CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: December 6, 2021
AGENDA ITEM: Consideration of approval of a resolution approving a Memorandum of
Agreement between the Cities of Clive and Waukee regarding combined
voting precincts
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Following the federal decennial census, and after the
redistricting of congressional and legislative districts, city councils and
county boards of supervisors are required to complete any changes in
precinct and supervisor districts (for counties). Election precincts which
are composed partially of unincorporated territory within a county and
partially of part of a city may be established, if an agreement which is
mutually satisfactory to the board of supervisors of the county and to the
city council of the city is adopted and submitted to the state
commissioner as part of the certification of precinct boundaries.
Dallas County has approached the City of Waukee to include a small
portion of the City of Clive at the corner of NW 142nd Street because it is
not contiguous with the remaining portions of the City of Clive within
Dallas County. The City of Clive is expected to take action on the
proposed Memorandum of Agreement at their City Council Meeting on
December 9, 2021. This is a similar memorandum to the one that was
approved in 2011 for the same purpose.
The inclusion of these areas within Waukee precincts would only impact
general and county elections and not local municipal elections.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff would recommend approval of the resolution.
RECOMMENDATION: Staff recommends approval of the resolution.
